Job Summary: The Programme
Officer will support the Country Programme team in developing and implementing
appropriate project cycle management (PCM) mechanisms and systems. The main
role of the Programme Officer (PO) is to provide overall project management
support to the Country Programme.
Key Duties and
Responsibilities:  
  • Support the Programme Manager (PM) and
    Country Director (CD) in overall project management particularly related
    to project design, implementation, communication, monitoring and
    evaluation, and knowledge sharing.
  • Support implementing partners in
    developing project work plans, monitoring plans and collection and
    submission of required reports and data on the progress of M&E plans
    and activities in line with TMEA’s approach of PCM.
  • Regularly update progress of projects on
    the Results Management Information Systems (RMIS) in relation to project
    work plans and monitoring plans.
  • Work in liaison with the CD and Project
    Leaders, support in organizing meetings and manage associated logistics
    and ensure that meeting reports are produced and quality assured.
  • Work closely with the START Team on
    monitoring and evaluation, communication, gender mainstreaming, climate
    change, environmental and social safeguards, and knowledge sharing.
  • Render support in the development of
    communication content on projects and the organization of internal and
    external media events.
  • Perform any other duties assigned by the
    line manager.
Qualifications, Skills and
Experience:
  • The ideal candidate for the TMEA Programme
    Officer job opportunity should hold an Undergraduate degree in social
    sciences, communication, business administration, development studies or
    related field.
  • Professional qualifications in project
    management, M&E or communications will be an added advantage.
  • A minimum of three years’ experience in
    project management support.
  • Broad knowledge and understanding of the
    project cycle management
  • Excellent written and oral communication
    skills and proficiency in English
  • Excellent analytical skills with
    proficiency in Excel
  • Excellent team-working and inter-personal
    skills with the ability to build good working relationships.
  • Ability to handle multiple tasks and
    provide regular feedback on progress.
  • Sense of initiative, creativity and
    enthusiasm.
  • Strong planning and organising skills,
    ability to prioritise, pay attention to detail and work with minimum
    supervision.
