Country Director – Programmes

We are a non-denominational, non-governmental and non-political
organisation. GOAL Uganda country project focuses on two of GOAL’s three strategic
sectors: Health (including WASH and health accountability programming); and
Livelihoods. GOAL Uganda mainstreams HIV, gender, child protection and the
environment/DRR across all programming. GOAL works on a district focused
approach, and uses a mixture of direct implementation and partnerships with
local civil society organisations, private sector partners and District Local
Government to give effect to our mission.
Development Advisor will support the WASH program. The overall purpose for this
role is to manage all aspects of private sector support activities, to oversee
several innovative pilots and to manage external consultants and BDS providers.
The position is responsible for GOAL’s Water, Sanitation and Hygiene Programme
which focuses on increased use of improved household sanitation, strengthening
of local, district and national water/sanitation governance, and improvement of
local water supply and sanitation management. This position will also directly
manage GOAL’s WASH Team and is responsible for ensuring the team have clear
understanding of their responsibilities and deliverables and has overall
accountability for WASH budgets and workplans. Private Sector Development
Advisor (WASH)
Responsibilities: The Private Sector Development Advisor
will be in charge of overseeing activity work related to;
- Sanitation
marketing such as developing and scale-up of market-based sanitation
products and services in GOAL’s operational areas of Bugiri/Namayingo,
Lira, Abim and Agago. They will provide strategic, technical, and
managerial guidance to the Project, and will manage a small team currently
working on the programme. - The
design and implementation of a private sector approach to Faecal Sludge
Management in peri urban and/or rural settings. - Managing all WASH private sector partners to their agreed deliverables
ensuring they are appropriately supported with Business Development
Services and oversee all contractors within the programme to ensure they
meet their contractual obligations. - Identify
suitable financial service providers and link them to SMEs - Develop
a business model for the management of piloting activities by the private
sector - Take
lead in building and leveraging key WASH networks, government
departments and business networks with specific responsibility for
advocating and influencing at a district and national level for GOAL’s
WASH programming and to ensure government take up their role of
enforcement and regulation in relation to GOAL’s private sector
approaches. - Managing
the donor reporting for all WASH projects ensuring they are delivered to
the project support officer on time and are of a quality appropriate for
donor submission. - Provide
technical backstopping for WASH staff through coaching and
mentoring to build their knowledge and capacity in private sector
approaches. - Effectively
manage all projects and product developments to ensure completed on time,
on budget and to the right quality. - Effectively
manage delegated budget responsibilities. - Undertake
tasks or special projects related to this role as requested by the
Assistant Country Director – Programmes or the Country Director
Experience:
- The ideal candidate for the GOAL
International Private Sector Development Advisor career opportunity should
hold a Master’s degree in
Business, Management, Economics, Finance, or related field. - At
least ten years’ experience in the private sector or providing
technical assistance to improve private sector performance - Previous
exposure and experience in WASH small and medium enterprise development - WASH
sector finance and micro-finance expertise within Uganda - Creativity
and entrepreneurial outlook - Excellent
organizational skills, including ability to prioritize and meet deadlines. - Proven
ability to work in a fast-paced and detail-oriented, with a proactive
planning and execution. - High
standards of integrity, professionalism, and impartiality. - Excellent
interpersonal and networking skills. - Ability
to work collaboratively in teams, build consensus, and effectively
coordinate with internal and external actors is highly desired. - Ability
to supervise staff and coordinate with partners from a broad range
of backgrounds and experiences. - Ability
and willingness to travel to target districts. - Excellent
writing, communication, organization, prioritization and negotiating
skills. - Excellent
(English) verbal and written communication skills with proven
financial management skills. - Strong
computer literacy with a full knowledge of office applications.
