Job Summary: The National
Technical Assistant for Health Financing Regional Level contributes to
attainment of the specific objective of the activities, in the role assigned to
him/her by the project documents in general to provide specialist technical
support in health financing in general and the Results Based Financing (RBF) in
particular at implementation level to be transferred to the partner. Together
with the National Technical Assistant Health System Strengthening, the
incumbent will assume responsibility for management of the local team in the
region. The National Technical Assistant Health Financing Regional Level reports
to the Project Manager and Co-managers of both the ICB II and PNFP project,
both funded by BTC.
Key Duties and
Responsibilities:  
  • He/she contributes to the capacity
    building of the partner structure in the execution of all aspects of
    Results Based Financing in both public and PNFP (Private Not for Profit)
    facilities at regional implementation level prescribed by the project;
  • Participate in the independent
    verification of the health facilities’ performance.
  • Assist the District Heath Management team
    in organization of activities related to elaboration and implementation of
    health coverage (including hospital care coverage) plans and yearly
    operational plans;
  • As an expert in the field, he/she
    proactively develops attitudes and activities relevant to and in keeping
    with BTC’s principles, vision and values; In order to ensure and develop
    BTC’s credibility and visibility in the field;
  • Provide the Project Manager and
    Co-Managers with all necessary information; in order to make a
    contribution to attainment of the project/programme objective and results
    and to enable the Project Manager and Co-Managers to assume their full
    responsibilities;
  • Ensure the monitoring of the project
    activities, results and submit quarterly report to the national level
    including the lessons learned in the RBF implementation process;
  • Organize the M&E system and ensure the
    quantitative data collection;
  • Make relevant adjustments to his/her
    know-how, analyse and summarise factors of success and failure in work
    methods at technical and managerial level; in order to make a visible
    contribution to the pursuit of effectiveness and quality in the areas of
    action of development cooperation and to stimulate a drive towards change;
  • Significantly contribute to communication
    on RBF and conduct advocacy activities
  • The incumbent will also supervise and
    support Regional Financial Officer at his/her duty station and other
    staff.
Qualifications, Skills and
Experience: 
  • The applicant must hold a University
    degree in Medicine, Economics, Public Administration or related area.
  • Possession of a Master’s Degree in Health
    Economics or its equivalent.
  • At least seven years of professional
    experience as a specialist in the field of Health Economics or Public
    Health;
  • A minimum of three years’ experience in
    working with the public health system of Uganda at implementation level;
  • Project Design and Project Cycle
    Management;
  • Previous experience and strong skills in
    training, including developing training materials and delivering training
    content.
  • Broad knowledge and understanding of the
    Ugandan Health system
  • Experience in dealing with PNFP facilities
  • Experience with national M&E system
  • Previous experience in the design of
    business plans
  • Experience in dealing with cross-cutting
    issues
  • General principles of development cooperation
    (OECD Development Assistance Committee, Millennium Goals, Belgian and
    European policy, etc.);
  • Extensive knowledge of relevant computer
    tools;
  • Knowledge of Logical Framework;
  • Good language skills: the official
    language of the country (English) and knowledge of the local language;
  • Ability to analyse and summarize;
  • Excellent oral and written communication,
    reporting and networking skills;
  • Strong capacity to manage usual software
    (Word, Excel, PowerPoint, Database software,)
