- Contribute to the development of the departmental work plans & budgets.
- Oversee the Authority’s legal and regulatory compliance, monitoring, enforcement and oversight of sector legislation, regulations, mandate, licenses and permits.
- Strengthen, manage and disseminate industry rules and guidelines for protection of consumers and promotion of competition.
- Review existing and new permits and licenses, monitor and support enforcement of licensees’ and permit holders’ adherence to their license terms and conditions, Authority directives, Electricity Act and the regulations and to ensure performance standards and targets are achieved.
- Develop ethical codes and principles aimed at enhancing regulatory compliance.
- Review and advise the Authority about key legal issues arising from contracts entered into by licensees like Power Purchase or Sales Agreements, Concession Agreements, Fuel Supply Agreements, Implementation Agreements and any other Agreements.
- Ensure adherence and compliance by permit and installation permit holders.
- Liaise and manage relations with external counsel to enforce compliance and follow up on judicial processes instituted by or against the Authority.
- Support reporting and record keeping strategies, procedures, legislations and regulatory requirements of the Authority.
- Sensitize stakeholders about key issues in compliance and enforcement procedures of the Authority.
- Provide support to the Director legal and authority affairs in the provision of secretarial services to the Authority.
- Technically support the Department of Corporate Planning and Consumers Affairs in addressing consumers’ issues and complaints from a legal perspective.
- Develop and update dispute resolution guidelines and handle customer complaints and disputes between ERA and other organizations.
- Analyze and investigate problems in the electricity sector and identify and evaluate alternative solutions.
- Perform any other duties as may be assigned from time to time.
- The ideal candidate must hold a Master’s Degree in Law (LLM).
- Hold an Honours Bachelor of Laws Degree (LLB).
- Possess an additional diploma in Legal Practice from Law Development Centre.
- Enrolled Advocate of the High Court of Uganda.
- A minimum of eight years’ legal practice experience in a large organization at a managerial level.
- Post graduate training and experience in utility regulation and or Public Private Partnerships would be an added advantage.
- Specific training in management and/ or administration would be an added advantage (ICSA/ACCA/MBA or equivalent).
- Highly knowledgeable about the Electricity Supply Industry in Uganda.
- Proficiency in professional computer packages is a must.
- Must have good analytical and report writing skills.
- Must be trustworthy.
- Excellent inter-personal skills.
- Good managerial or supervisory skills.
- Must be results oriented.
- Good team player.
