Gaming Regulatory Board (LGRB)
and Administration
established under the Lotteries and Gaming Act No. 7 of 2016 which came into
effect on 8th April 2016. The Act is supported by a set of 5 Regulations which
came into effect on 28th May 2016. The
law mandates the Board to regulate the operations of lotteries, casinos and
betting houses (Industry).
Finance and Administration will oversee the Finances, Accounts, Procurements
and General Human Resource and Administration of the organization
Responsibilities:
- Regularly analyze and present financial
reports in an accurate and timely manner; clearly communicate monthly and
annual financial statements; collate financial reporting materials for all
donor segments, and oversee all financial, project/program and grants
accounting. - Coordinate and lead the annual audit
process, liaise with external auditors and the finance committee of the
board of directors; assess any changes necessary. - Manage and lead annual budgeting and
planning process in conjunction with the CEO; administer and review all
financial plans and budgets; monitor progress and changes and keep senior
leadership team abreast of the organization’s financial status. - Effectively communicate and present the
critical financial matters to the board of directors. - Manage organizational cash flow and
forecasting. - Implement a robust contracts management
and financial management/ reporting system; ensure that the contract
billing and collection schedule is adhered to and that financial data and
cash flow are steady and support operational requirements. - Update and implement all necessary
business policies and accounting practices; improve the finance
department’s overall policy and procedure manual. - Perform any other duties assigned from
time to time.
Experience:
- The applicant for the Lotteries and Gaming
Regulatory Board (LGRB) Manager Finance and Administration job placement
should hold a Master’s degree in Finance or Business Administration
majoring in Accounting from an internationally recognized University. - Also, the incumbent must hold a Bachelor’s
degree (Hons) in Finance, Commerce or Business Administration from an
internationally recognized institution. - Professional qualification in ACCA or CPA
or equivalent - A minimum of five years of relevant
working experience, three (3) of which should have been in a supervisory
position of a reputable, busy and organized institution. - Significant experience working in a
leadership role in an organization/business unit/project with diverse professionals - Previous exposure and experience in
Government budgets and financial systems are a must. - Good knowledge of the policies, financial
and administrative procedures and legislations relevant to Uganda
Government Financial Sector. - Prior experience in Government Information
Management Systems is a must - Highly innovative and with a proven high
level of integrity - Ability to work independently and in a
team - Excellent track record of outstanding
performance - Excellent interpersonal and communication
skills - Possess good administrative and negation
skills - Good track record of training and
mentoring others - Highly analytical skills
