About Us:
The Uganda National Oil Company Limited (UNOC) was established under
Section 42 of the Petroleum (Exploration, Development and Production) Act 2013
and incorporated under the Company’s Act 2012. It is a limited liability
company wholly owned by the Government of Uganda. The overall function of UNOC
is; “To handle the State’s Commercial interests in the Oil and Gas industry.”

Job Summary: The Head of
Procurement and Logistics will be responsible for the overall strategic and
tactical planning of procurement and supply value chain of UNOC, ensuring
adherence to set procurement guidelines, interface between UNOC and Joint
venture partners in protecting national interests as well as improvement of
shareholder value.

Responsibilities:
Responsibilities:
- The jobholder will understand,
disseminate, implement and ensure compliance to the Procurement Policies
and Procedures. - Prepare annual procurement plan for all
UNOC business functions and its subsidiaries - Execute the procurement plan and protect
shareholder value and ensure UNOC gets value for money - Provide support in the establishment of
the UNOC Contracts Committee, Procurement and Disposal Unit and an
Evaluation Committee and ensure that key decisions are properly minuted - Execute duties of secretariat to the
Contracts Committee and implement the decisions of the Contracts Committee - The jobholder will co-ordinate the
Procurement Committee Process in accordance with Procurement Policy and
enforcing UNOC Values. - Participate and lead contract negotiations
with support from legal, user departments and an independent technical
expert - Ensure coherence and consistency
application of procurement policy - To provide advice and support to the
business procurement matters by obtaining procurement requests,
determining - Ensure that national content regulatory
requirements are observed in the evaluation and award of contracts - Establish a UNOC supplier database through
pre- qualification, development of new vendors and maintain a duly
approved supplier list approved by the contracts committee and registered
with the Petroleum Authority of Uganda - Maintain and archive records of the
procurement and disposal process (statements of requirements, bid
documents, media placements, approved contracts etc.) - Tasked with regular reporting on contract
performance and reviews and establish

Experience:
Experience:
- The applicant should preferably hold a
Master’s Degree in Procurement, Supply chain Management, Finance, Business
Administration, Accounting or Economics or any relevant degree - Professional Membership to accredited
procurement or supply chain body such as CIPS, CPSM, CSCP - A minimum of ten years of relevant
experience, four of which must be at a Senior Level - Previous exposure and experience in
petroleum operations, project management, upstream business would be an
added advantage. - Proven experience in supply chain
management of capital intensive projects - Broad knowledge and understanding of Joint
Venture Operations - High degree of integrity, professionalism
and maintenance of confidentiality - Knowledge of Ugandan Laws and good
understanding of procurement processes and controls. - Expert Knowledge of contract terms and
conditions - Strong and demonstrable skills in personal
effectiveness - Excellent negotiation and communication
skills
