About USAID BETTER OUTCOMES
Project:
World Education Inc. /Bantwana (WEI/B) is implementing the five- year
USAID funded BETTER OUTCOMES for Children and Youth in Eastern and Northern
Uganda. The goal of the project is to improve the wellbeing of children and
youth orphaned and made vulnerable by HIV and other adversities in Eastern and
Northern Uganda. BETTER OUTCOMES is implemented by a consortium of five
partners, namely: WEI/B as the prime partner; Mercy Corps, Uganda Women’s
Efforts to Save Orphans (UWESO), Youth, Alive and Friends of Christ Revival
(FOC-REV); each responsible for specific technical aspects of the project. The
project is being implemented in 13 districts of Eastern and Northern Uganda.
Job Summary: The Grants
& Finance Officer performs financial management and accounting in a
professional, efficient effective and compliant manner to maintain and
strengthen the effectiveness of the award management life cycle and continue to
earn the confidence of donors. The incumbent will maintain grant files as
required by the donors, responsible for the resource-tracking data base,
conducts monitoring meetings, provides training, oversight and support for the
preparation of reports and documentation required under various financial
activities, conducts spot checks to ensure that direct implementation resources
are being tracked correctly; develops materials to facilitate compliance;
reviews fiscal and performance activities to ensure compliance with statutory
requirements.
Key Duties and
Responsibilities:  
General support in Grants and Contracts management:
  • Assist the Grants Manager to ensure that
    all activities, being carried out in direct  implementation districts are well
    administered and implemented in compliance with the relevant donor
    regulations and WEI/Bantwana.
  • Validate all budgets and activity requests
    before being approved by the Grants Manager.
  • To be directly responsible for preparation
    of direct implementation budgets and reporting of budget variances on
    monthly basis.
  • Support other programme staff in
    designing/ revising or implementing mechanisms used to solicit Activity
    plans, negotiate terms of reference, and monitor and report on financial
    activities in the districts of Iganga, Jinja and Mbale, as appropriate.
  • Provide regular field-based support to
    sub-grantees to track work progress, provide guidance and support and
    ensure consistent quality of work is performed in grants management
    conducting performance plans and reviews; implementing and assuring
    adherence to Project policies, guidelines and values;
  • Support technical staff in reviewing
    implementing periodic work plans and budgets in the 3 districts.
Cost Share Management and Tracking:
  • Keenly track all donor cost share as
    reported.
  • Verify and file cost share documentation
    as reported.
  • Prepare cost share journals for posting in
    QuickBooks.
  • Work closely with the program team to
    ascertain cost share areas, activities and Items.
  • Keenly monitor cost share expenditure
    against budgets.
  • Maintain and update proper files on cost
    share.
Compliance:
  • Support the development/ implementation of
    mechanisms for monitoring/reporting financial performance, in accordance
    with applicable Donor requirements and guidelines and those established in
    the agreements with sub-grantees.
  • Keenly review financial reports and
    records submitted by technical leads/Project Officers and District
    Coordinators, for allowability, reasonability and allocability of all
    costs, while ensuring accuracy, completeness and proper coding of
    transactions before submission to Finance for liquidation into QuickBooks.
  • Ensure grants are administered according
    to criteria and guidelines set forth by WEI/Bantwana in relation to
    applicable Donor requirements and contractual agreements.
Support in the preparation /review of district budgets and overall
project budget tracking:
  • Monitor expenditure against the budget.
  • Prepare and submit monthly and quarterly
    reports to monitor expenditure against budgets and disseminate this
    information to management and project teams
  • Interpret Donor financial guidelines to
    project teams.
  • Receive, check the accuracy and
    completeness of project team budgets.
Qualifications, Skills and
Experience:
  • The applicant for the USAID Grants &
    Finance Officer job placement must hold a first degree in Finance or
    related field;
  • Possession of a professional accounting
    qualification will be an added advantage.
  • A minimum of three years’ experience working
    on large project and experience with USAID funded programs/projects
    necessary, particularly experience with USAID grants
  • Previous experience with accounting
    software
  • Possess a high standard of personal and
    professional integrity
  • Willingness to work as a team member,
    taking on additional tasks as needed to ensure the overall success of the
    project
  • Keen attention to detail, ability to
    multi-task and work well under pressure
  • Highly analytical and inter-personal
    skills
  • Ability to work under pressure and in a
    culturally sensitive environment.
  • Excellent organizational and interpersonal
    skills;
  • Fluent in oral and written English and
    excellent writing skills
  • Ability to work in a challenging
    environment under high pressure and ability to cope with tight deadlines;
