AIDS Information Centre-Uganda (AIC) works with other service providers
to ensure access to high quality HIV Counseling and Testing (HCT) services and
information. AIC offers HCT services, SMC, HIV Care & Support, Sexual
Reproductive Health services, BCC, Capacity Building and Development through 9
main branches, selected hospitals, health centers and antenatal clinics.

Project:
AIC is one of the Sub Recipient CSO implementing the USAID/Uganda
BETTER OUTCOMEs Project for Children and Youth in Eastern and Northern Uganda
in Arua District, selected for her expertise and experience in West Nile Region
for the last 16 years. The consortium partners for the Better Outcomes Project
include: World Education Inc. /Bantwana (WEI/B) as the prime partner; Uganda
Women’s Effort to Save Orphans (UWESO), Mercy Corps, Youth Alive and Friends of
Christ Revival (FOC-REV); each responsible for specific technical aspects of
the project.  The project targets   6 districts of Northern Uganda, these
include: Arua, Kitgum, Gulu, Apac, Lira and Oyam.
           
Job Summary: The Case
Management Coordinator will render support to the Case Management function and
ensure adequate coordination for the provision of comprehensive service to
beneficiary households. The incumbent will be responsible for working and
collaborating with Para Social Workers, local agencies (child protection
service providers), Community Development Officer (CDO), and other Project
staff to enable appropriate case identification, assessment, case planning,
referrals and monitoring. The Officer will work closely with CBTs, DBTs, and
Economic Strengthening Officers to ensure vulnerable children, caregivers and
their household members are receiving comprehensive OVC/Child protection
services. He/she will support implementation, monitoring and documentation of
CM project activities, train other staff in case management, provide oversight,
leadership, support supervisor to PSWs and conducting spot checks to ensure
adherence to standards in implementation of case management activities.
Key Duties and
Responsibilities:  
Programme Development and Implementation:
  • Provide guidance and technical advice
    during beneficiary household identification, assessment, enrolment and
    retention.
  • Ensure appropriate case intervention
    planning and appropriate referrals for beneficiary households based on
    identified needs
  • Actively participate in developing weekly,
    monthly, quarterly and annual work plans and maintaining high standards of
    stewardship and accountability for all activity resources
  • Work closely with CDO in conducting
    community mapping of service points for provision of comprehensive
    services and improved referral outcomes
  • Support sub county CDOs, Para social
    workers and other community resources persons to improve case
    identification, detection, follow up and monitoring to ensure effective
    case management.
  • Work in liaison with consortium partners
    (DBTs, CBTs, ESOs) to ensure delivery of planned activities in their
    respective thematic areas
Training and Development:
  • Take lead in identifying training needs
    for PSWs and beneficiary households in Case Management approach
  • Coordinate trainings with Consortium
    partners in various result areas to enhance and maximize project
    beneficiary to beneficiary households.
  • Tasked with organizing and supporting
    community dialogue meetings and child protection outreach clinics at
    community level based on identified child protection needs
  • Conduct post training evaluations,
    coaching and mentorship sessions with PSWs in Case Management
Representation, Networking and Advocacy:
  • Represent the project in SOVCC meeting and
    share updates in case management intervention. 
  • Carry out monthly meeting with CBTs and
    DTs from consortium partners
  • Coordinate case management activities
    between the district probation office and sub county community development
    office
  • Collaborate with the CDO on complex issue
    that require upward referral and follow up
  • Oversee monthly case management meetings
    (case conferences) with para social workers and other OVC service
    providers with in the project area of operation
  • Managing the process of partnership
    development and liaising with other OVC service points (health centers,
    schools, police, local councils etc) to ensure effective cross referrals
    and linkages
Project monitoring and documentation:
  • Compile and triangulate reports from Field
    Officers in Case Management at sub county level for upward sharing
  • Conduct regular spot checks and visits to
    households, schools and areas within sub counties of operation for
    effective service delivery to beneficiary households
  • Analyze data and reports submitted by PSWs
    for compliance and quality assurance before submission to Project
    Managers, CDOs and upload to OVC MIS database.
  • Maintaining an up-to-date database for all
    beneficiary households and ensure all relevant data collection tools (home
    visit forms, monthly CM summary forms, referrals, case record books) are
    well administered for accuracy and completeness.
  • Mentor and support para-social workers in
    report writing and effective documentation of project activities.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the USAID Economic
    Strengthening Coordinator job placement should preferably hold a
    Bachelor’s Degree in Social work, Development Studies, Education or
    Community Psychology. Training in Child Protection, Project planning &
    Management and Counselling is an added advantage
  • A minimum of two years’ experience in
    working with Child protection focused projects and OVC programming.
  • Previous exposure and experience with
    USAID funded programs/projects is added advantage.
