About ECHO Programme:
CARE Uganda will work in partnership with Oxfam International in Uganda
on an emergency program funded by ECHO, a one-year programme whose main
objective is to save lives, reduce suffering, promote human dignity and
increase resilience of refugees and host communities, in particular women,
girls and boys, in the Bidibidi settlement in Yumbe district and Imvepi and
Rhino Camp settlements in Arua district. It will also aim to reduce
vulnerability of refugees by tackling social exclusion through its use of
participatory and empowering approaches. As a result, the most marginalized
members of the society, particularly vulnerable women and female headed
households, are able to benefit from the programme. The emergency programme
will be using a rights based approach and will strengthen women’s ability to
exercise their rights in a community. The project will work in the districts of
Arua and Yumbe.
Job Summary: The Emergency
Initiative Manager will be responsible for the overall management and
coordination of CARE Uganda’s implementation of the programme, from starting up
the project by drawing from the objectives and agreed upon key activities in
the project proposal, develop, detailed monthly implementation plans and
related budgets. Ensure DIPs (Detailed Implementation Plans) are followed and
closely monitored to implement activities within the agreed timeframes and with
available resources and immediately report any problems or deviations from
plans. Ensure a result based monitoring and evaluation system is developed, by
developing a learning system that not only generates quantitative data but
allows for ongoing collection of participants views on the programs relevance
and success. The jobholder will promote and coordinate effective communication
with donors, the prime organization and government partners as well as with
other stakeholders (NGOs and CBOs). The jobholder will train the fulltime
Initiative Manager and ensure smooth transition and handover.   
Qualifications, Skills and
Experience:
  • The applicant for the CARE International
    Emergency Initiative Manager job placement must hold a Bachelor’s degree
    or equivalent in one of the following fields (sociology, anthropology,
    economic development, business administration, agricultural economics or
    related fields
  • At least five years of proven experience
    in emergency project i management in rural or refugee settings
  • A minimum of three years of senior
    management experience at project level, preferably in an  international development organization
    including one year experience in supervising project staff.
  • Excellent community facilitation skills
    and familiarity with participatory rural appraisal tools and approaches
    and qualitative research j tools
  • Previous exposure and experience in
    operational research preferred.
