program is anchored on three broad themes deliberately focused on Women’s
Rights: Resilient Livelihoods, Governance and Accountability and Humanitarian
Preparedness and Response.

Oxfam’s areas of intervention include WASH, Emergency Food security and
vulnerable livelihoods (EFSVL), Gender and Protection. Oxfam works with local
partners as a strategy for building humanitarian preparedness and response
capacity within the organisations.
Responsibilities:
- Render
support in the assessment, design, planning, setting-up and implementation
of the EFSVL component of the response programme in accordance with
SPHERE and OXFAM program quality standards. - Identifies
EFSVL response options against context, scenario and programme objectives,
and provides guidance and support for appropriate response and maps
the links to longer-term programming. - Trains
and leads livelihoods staff & partners in EFSVL assessments,
situational analysis and response option identification either as
appropriate. - Coordinates
partner-led EFSVL responses; and ensure flexible modalities for
ways of working that builds on partner capacity and experience - Works
closely with the Program Quality and Learning Coordinator to put in place
robust MEAL systems for EFSVL; and to ensure M&E findings are timely
fed back to inform adjustments in programming - Assist
Oxfam staff and partners to develop accountability mechanisms
within EFSVL projects. - Significantly
contributes to writing EFSVL draft interim and final donor reports in
liaison with the response Program Manager and WASH & protection Team
leads. - Ensures
a do-no-harm approach is adopted in all interventions - Represents
Oxfam programme on EFSVL issues particularly at local/district
government level in relevant EFSVL cluster coordination groups including
Cash Working Group, and liaises with other INGOs, UN and LNGOs.
Experience:
- The ideal candidate for the Oxfam
Emergency Food Security and Livelihoods (EFSL) Coordinator job placement
must have at least five years’
experience in EFSVL emergency and development work, and
understanding of relevant humanitarian and policy issues. - Previous
exposure and experience in capacity-building and partnership approaches,
proposal development and financial management. - Excellent
analytical and strategic planning skills. - Excellent
team work skills and the ability to build good relations both
internally and externally - Good
written and spoken English is essential.
