About Project:
Oxfam is implementing a humanitarian response to address the
humanitarian needs of South Sudanese refugees hosted in West Nile sub-region.
Oxfam’s areas of intervention include WASH, Emergency Food security and
vulnerable livelihoods (EFSVL), Gender and Protection. Oxfam works with local
partners as a strategy for building humanitarian preparedness and response
capacity within the organisations.
Key Duties and
Responsibilities:  
  • Working
    with the HPM, coordinate assessment missions as required in new crisis
    areas
  • Take
    lead and coordinate the development of Oxfam’s strategy, action plan and
    priorities for new response areas (including Arua, Lamwo and others)
  • Support
    the HPM in overseeing planning and implementation of the response
    programme in accordance with donors agreements and implementing
    partners.
  • Overall
    budget monitoring – Ensure that activities are in line with budget lines
    and limitations
  • Regularly
    monitor, evaluate and suggest changes and improvements in programme and
    materials based on observations and discussions with the Oxfam and
    partner teams.
  • In
    accordance to setting timelines, prepare internal progress reports,
    contribute to donor and stakeholders reports
  • The
    jobholder will also assess needs for further capacity building among
    response programme staff
  • Coordinate
    guide and delegate tasks to logistics/admin, finance &
    personnel).
  • Identify
    staffing capacity needs and contribute to recruitment of additional
    programme staff when needed
  • Support
    the Humanitarian manager in development of all components of the
    programme, including training and monitoring
  • Work
    closely with the response teams regarding advocacy/protection work
  • Provide
    support in proposal development for future funding of the response activities
  • Participate
    in relevant meetings both at sub-regional and national level
  • Coordinate preparation and sharing of
    SITREPS from field
  • Provide
    support to the Humanitarian Country Team (HCT) meetings ensuring they are
    consistently held, minutes taken and shared and actions followed up
  • Share
    information and liaise with relevant external actors representing
    OXFAM
Qualifications, Skills and
Experience:
  • The ideal candidate for the Oxfam
    Emergency Coordinator job placement must hold a Master’s Degree in a management field including Project
    management, International Relations, public policy/administration, and
    related fields
  • Humanitarian
    Program Management experience especially with refugee situations
  • At
    least five years’ experience in programming in emergency context
  • Well
    acquainted with Oxfam work in the great lakes/HECA region
  • Broad
    knowledge and understanding of the Uganda, South Sudan and regional
    political context
  • Strategic
    thinking skills
  • Good
    project design and proposal writing skills
  • Excellent
    negotiation and communication skills
  • Highly
    analytical, documentation and reporting skills
  • Strong
    networking skills
