About US:
Uganda Business and Technical Examinations Board (UBTEB) is one of the
national Examinations Boards in Uganda whose mandate is to streamline,
regulate, coordinate and conduct credible examinations and award Certificates
and Diplomas in the Business, Technical and Vocational professions. The Board
therefore conducts Business, Technical and Vocational examinations, including
Applied Science specialties such as Biological Sciences (Agricultural,
Fisheries, Wildlife, Forestry, Bee keeping and other related fields), Physical
Sciences (Meteorology, Surveys and Land Management, and other related fields),
Cooperative, Social Development, Hotel, Catering and Tourism.
Job Summary: The Deputy
Executive Secretary-Finance, Human Resource and Administration will develop
systems that support transparent, effective & efficient Financial, HR,
Procurement, Administrative & logistical functions
Key Duties and
Responsibilities:  
  • Provide advice to Executive Secretary on
    matters of Finance & Administration;
  • Tasked with the preparation of development
    & recurrent budgets;
  • Responsible for putting in place systems,
    processes & procedures for enforcing proper accountability of
    resources;
  • Responsible for preparation of responses
    to audit queries;
  • Attend scheduled meetings of top
    management & submit directorate reports on achievements, challenges
    and strategies to address the challenges;
  • Organize bi-weekly Directorate meetings
    & receive written reports from immediate subordinates on achievements,
    challenges and strategies to overcome the challenges for onward
    presentation to the top management for discussion;
  • Perform any other duties as assigned by
    superiors.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the Deputy
    Executive Secretary-Finance, Human Resource and Administration job
    placement must hold an Honours Bachelors Degree in a field examinable by
    the Board from a recognised institution
  • The incumbent must also hold a Masters
    Degree in Finance, Accounting or Business Administration (Accounting
    Option)
  • Be a Certified membership of the Institute
    of Certified Public Accountants of Uganda (ICPAU)
  • At least eight (8) years’ experience in
    Management, Finance, Human Resource, Administration or Procurement, at
    least five of which should have been at head of Department level.
  • High
    level of integrity
  • Keen
    attention to detail
  • Excellent
    report writing skill
  • Excellent
    communication skills
  • Ability
    to understand and interpret financial information and principles to the
    Accounting Officer and the Board.
  • Critical
    thinking and high analytical skills
  • Age: 40 – 55 years.
