About Project:
Oxfam is implementing a humanitarian response to address the
humanitarian needs of South Sudanese refugees hosted in West Nile sub-region.
Oxfam’s areas of intervention include WASH, Emergency Food security and
vulnerable livelihoods (EFSVL), Gender and Protection. Oxfam works with local
partners as a strategy for building humanitarian preparedness and response
capacity within the organisations.
Key Duties and
Responsibilities:  
  • Significantly
    contribute to the development of Oxfam’s strategy, action plan and
    activities plan and priorities for the WASH response program in Arua
  • Assist
    in overseeing Arua planning and implementation of the WASH programme in
    accordance with agreements with donors and implementing partners.
  • Overall
    Specific projects budget monitoring – Ensure that activities are in line
    with budget lines and limitations
  • Actively
    participate and assist the response Program Manager in relevant meetings
    both at Arua level
  • Keenly
    monitor, evaluate and suggest changes and improvements in programme and
    materials based on observations and discussions with the Oxfam and
    partner WASH teams.
  • In
    accordance to setting timelines, prepare internal progress reports,
    contribute to donor and stakeholders reports
  • Provide
    the Response Manager and Wash Adviser relevant documents, background
    information and channel issues and questions
  • Share
    information and liaise with relevant external actors
  • Assess
    needs for further capacity building among wash programme staff
  • The
    jobholder will coordinate guide and delegate tasks to logistics/admin,
    finance & personnel).
  • Assist
    the response manager in development of all components of the WASH
    programme, including training and monitoring
  • Work
    closely with the response manager regarding advocacy/protection work on
    key WASH issues
  • Assist
    in Proposals for future funding of the activities that will be
    developed
Qualifications, Skills and
Experience:
  • The ideal candidate for the Oxfam Deputy
    Response Manager job placement must hold a Higher level qualification in a technical or management field,
    preferably in water and sanitation.
  • Possession
    of a post-graduate degree preferably in Wash or related field with
    experience in international humanitarian or development interventions and
    programming
  • Technical
    as well as strong management skills and be able to oversee implementation
  • At
    least four years’ experience of working in humanitarian and/or
    development interventions
  • Previous
    exposure and experience in project and programme management
  • Highly
    flexible and resourceful
  • Proven
    skills and experience in report writing
  • Previous
    exposure and experience of working on Wash issues implementing with
    local partners
  • Proven
    communication, interpersonal, representation, negotiation and leadership
    skills
  • Ability
    to work under pressure, independently and with limited supervision.
  • Excellent
    organizational and logistic skills
  • Fluency
    in the English language.
