About Us:
The Uganda National Oil Company Limited (UNOC) was established under
Section 42 of the Petroleum (Exploration, Development and Production) Act 2013
and incorporated under the Company’s Act 2012. It is a limited liability
company wholly owned by the Government of Uganda. The overall function of UNOC
is; “To handle the State’s Commercial interests in the Oil and Gas industry.”

Job Summary: The Chief Human
Resource Officer will be in charge of the overall strategic planning and
initiatives of human resources, change management, policy formulation and
organizational design for UNOC and its subsidiaries.

Key Duties and Responsibilities:
- Develops comprehensive strategic
recruiting and retention plans that meet the business’s human capital
needs. - Support attainment of business objectives
by mitigating HR risks through implementation of formalized HR control
frameworks. - Ensures that the organizational design and
rewards structure is reflective of a dynamic business environment and
up-to-date modes of working in an increasingly competitive business
environment. - Responsible for ensuring that the
business’s values are clearly communicated and understood at all levels of
the business, clarifying on employee conduct that is necessary for
realizing an engaging, high performance culture within the business. - Assist the CEO in the development of
succession plan for UNOC to ensure business continuity through effective
talent management - Support the CEO in the development of the
National Content Strategy and Plan and its implementation. - Regular reporting on Human resources
functional Key Performance Indicators (KPIs) and link to company balanced
scorecard - Ensure compliance with the regulatory
framework and periodic reporting to governing authorities Drive the
dissemination of key HR processes and programmes to senior management and
staff of UNOC and its subsidiaries - Create a culture of employee management
that encourages a culture that lives UNOC values. - Provide overall leadership and guidance to
HR functions by overseeing administration, talent acquisition, training
and development and career development - Manage and resolve conflicts in line with
the Human Resource Policy
Qualifications, Skills and
Experience:
Experience:
- The applicant should preferably hold a
Degree/Master’s Degree in Management, Human Resources, Administration, or
other relevant degree - HR professional qualifications (Chartered
Institute of Personnel and Development-CIPD preferred) - Senior Professional in Human Resources
(SPHR) will be an added advantage - A minimum of ten years’ experience with
five at a senior level - Solid prior experience in key HR process
areas – recruitment, performance management, talent processes, remuneration
and benefits administration etc. - Must also demonstrate exceptionally strong
analytical skills, having an ability to analyse, refine, summarize, and
clearly present data and information. - Broad knowledge and understanding of
Ugandan labour & employment laws - Excellent IT skills with a good
understanding of HRMIS. - Excellent presentation, facilitation,
coaching, influencing and interpersonal relationship are essential. - General knowledge of Oil & Gas
Operations. - Strong and demonstrable skills in personal
effectiveness
