Hunger (ACF)
over thirty years, ACF has been
implementing Food Security and Livelihoods, Nutrition, Water, Sanitation and
Hygiene programs in the Lango, Acholi, West Nile and Karamoja regions in
Uganda.
Program Manager is responsible for managing the daily WASH activities carried
out in Yumbe base, in coordination with the Field coordinator and WASH
coordinator.
Responsibilities:
- The incumbent will implement all the
technical (construction, drilling, geophysics and hydro) and hygiene
promotion work is completed with the desired quality and according to
schedule - Oversee the work of each team (drilling,
geophysics, hydro, construction and hygiene promotion) and provide
technical advice for both field and office work - Supervise and comment on the technical
drawings, BOQ’s and technical specifications - Manage the timely preparation of and
participate in the evaluation of bid documents - Work in close coordination with the
Program Quality Coordinator design
and conduct the baseline assessments, KAP surveys, and follow-up
assessments - Manage the contracts for the WASH construction
activities, in collaboration with logistics - Prepare monthly cash projections for
authorisation by the Feld coordinator Ensure all programs are in-line with
projected budget with the support of the PM. - Help organise regular monitoring and
evaluation exercises for both staff and field activities to ensure a high
quality of work. - Provide inputs to the process of proposal
writing as may be required - Perform bi-annual WATSAN staff evaluations
to identify strengths and weaknesses and set objectives for individuals. - Provide support in the preparation of
donor reports with the assistance of the FieldCo and WASH coordinator. - Communicate any problems linked to the
programmes to the Field Co and WASH. - Ensure that all teams have the necessary
materials (in good condition) for the required tasks - Ensure internal orders and delivery
requests for all materials are made in a timely manner by senior staff. - Establish maintenance plans with officers
for all major equipment and ensure required services are performed. - Keenly teview monthly stock reports to
keep track of consumable material use and advise PM on any large orders
that will need to be made (equipment or consumable materials). - Facilitate coordination and relations
between teams and partners - Lead monthly Officer/ Supervisors meetings
- Assist with the ongoing revision of the
ACF WASH strategy in line with the local context - Actively participate in the harmonisation
of a WASH strategy with both ACF’s implementing partners and the District
authorities - Represent ACF externally
- Hold regular meetings with District,
sub-county and local officials to provide updates on ACF activities and
encourage good cooperation - Attend WASH Cluster/ sector meetings at
the District level - Attend donor meetings and field visits as
required. - Act as the focal person for all
contractors (in coordination with the construction team and Logistics). - Perform any other duties asked of you to
support the work of the WASH team
Experience:
- The applicant for the Action Against
Hunger ACF WASH Programme Manager job opportunity should preferably hold a
Bachelor’s Degree Preferred (Civil Engineering or related field) - At least five years’ experience of
nutrition programs at national coordination level and experience with
capacity building of health systems in developing contexts. - A minimum of five years’ experience in
community mobilisation and hygiene promotion (PHAST an advantage) and work
with refugee settlements. - Extensive knowledge and experience with
construction practices and groundwater exploitation activities - Previous exposure and experience with
INGOs in recovery and complex emergencies. - Previous experience with partnerships
development and alliances will be an asset. - Good experience with nutrition and
coverage surveys, and rapid nutrition assessments. - Knowledge of budget management
- Previous exposure and experience in
assessment, monitoring or evaluation of projects - Familiarity with Action Against Hunger
core values and acceptance of Action Against Hunger principles - Excellent communication skills (written
and oral) in English required - Computer literacy skills i.e. proficiency
in Excel and Word required. - Provision experience in the use of AutoCAD
will be an added advantage - Capacity to organize and supervise the
work of the team with strong ability to make decisions with minimal
supervision. - Ability to speak Arabic, Madi, Dinka,
Kakwa, Alur, Lugbara, Acholi, Nuer, Swahili will be an added advantage - The ideal candidate must be a resident or
willing to reside in Yumbe
