Friends of Christ Revival (FOC-REV) Ministries Uganda is a
non-governmental, non-profit, non-political, inter-denominational charitable
organization that was established in 1999 by a group of volunteers as a
response to a crisis caused by HIV &AIDS and poverty in rural communities
in Uganda. FOC-REV Ministries Uganda exists to work with the poor and
marginalized rural people to improve their livelihood and increase
self-reliance through education support, health services advocacy, food
security and networking.
About USAID SOCY Project:
Friends of Christ Revival (FOC-REV) Ministries Uganda will be
implementing a Sustainable Outcomes for Children and Youth (SOCY) project
targeting Orphans and Vulnerable Children in Hoima and Luwero districts, funded
by the United States Agency for International Development (USAID) through
Catholic Relief Services (CRS). The SOCY project interventions shall be
focusing primarily on OVC Case Management and household economic strengthening
through savings groups and associated interventions and parenting/caregiver
programs.
Job Summary: The Procurement
and Logistics Officer is responsible for the overall direction of procurement
and logistics activities in FOCREV this includes ensuring robust procurement,
fleet, warehousing, and asset management.
Key Duties and
Responsibilities:  
Procurement:
  • Ensure the organization’s procurement
    guidelines are strictly adhered to
  • Actively engage and support the program
    teams in procurement planning to ensure timely delivery of project inputs
    and activities.
  • Work in close liaison with Country- Office
    Kampala, identify, negotiate and implement contract & framework
    agreements which result in efficiencies in line with financial and
    forecasting requirements.
  • Maintain accurate auditable records of all
    procurement process.
  • Build supplier, category and market
    understanding through performance management, research and stakeholder
    briefings which result in the management of commercial issues throughout
    the procurement cycle.
Logistics:
  • Prepares and reviews budget requirements
    of logistics activities and directs consolidation of logistic budget.
  • Implement the organization’s asset
    management strategies i.e. monthly updating of asset register, bi-annual
    physical asset verification, and annual insurance of assets.
  • Ensure a robust fleet management system is
    implemented in West Nile.
  • The jobholder will consolidate the West
    Nile monthly logistics reports for submission to Country Office.
  • Ensure monitoring of use of purchased
    goods and materials.
  • Support the Area Manager in overseeing
    security of the organization’s premises.
Coordination
  • Analyze Supply Chain Systems i.e.
    procurement, logistics and warehousing are working together to fill orders
    and deliver goods, services on a timely basis.
  • The jobholder will also consolidate and
    quality assures the monthly procurement and logistics reports for onward
    submission to country office.
  • Prepare timely and accurate management
    information covering aspects of stakeholder engagement in the procurement
    process.
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID Project
    Procurement and Logistics Officer should preferably hold a Bachelor’s
    degree in Logistics and Procurement.
  • A minimum of three years of procurement
    experience in busy organization.
  • Excellent interpersonal communication and
    organizational skills.
  • Familiarity with computer oriented
    procurement systems preferred.
  • Familiar with commodity management
    tracking systems.
  • Fluency in English
