About GEF / UNDP Project:
The GEF/UNDP is funding a 3-year project “Integrated landscape
management for ecosystem resilience and improved livelihoods in the Mt Elgon
region” which was designed with the objective to empower communities in Mt Elgon
to manage their production landscapes using integrated approaches, technologies
and practices to improve Mount Elgon landscape, an area identified by the
Government of Uganda as a high priority for interventions to prevent land
degradation and reduce risks of natural disasters. e livelihoods and build
ecosystem resilience. The project will target individual farmer and
communities’ actions to collaborate and engage through collective and gender
conscious approaches in order to effect positive change.
Job Summary: The Project
Manager is responsible for the running, day-to-day management and
decision-making for the Project on behalf of the Project Board. The Project
Manager shall have the prime responsibility to ensure that the Project produces
the results specified in the Project document, to the required standard of
quality and within the specified constraints of time and cost.
Key Duties and
Responsibilities:  
Overall Project management including:
  • In charge of managing the realization of
    Project outputs through activities;
  • Provision of direction and guidance to
    Project implementation team and responsible parties;
  • Work closely with the Project Board and
    UNDP to assure the overall direction and integrity of the Project; and
    Project administration;
  • Tasked with the identification and
    obtaining any support and advice required for the management, planning and
    control of the Project; and;
  • Identifying and subcontracting specific
    components of the project to specialized government agencies, research
    institutions, as well as qualified NGOs.
Running the Project including:
  • In charge of preparing the Project annual
    work plans and review reports for consideration by the Project Board and
    Project Assurance. In preparing the Project annual review report, the
    Project manager will ensure that successes, challenges, lessons learnt and
    best practices are documented and incorporated;
  • Preparing the Project quarterly work plans
    and progress reports (progress against planned activities and budget) and
    submit to the Project Assurance;
  • Mobilizing personnel, goods and services
    to initiate activities, including drafting TORs and work specifications;
    and overseeing all contractors’ work;
  • Managing requests for the provision of
    financial resources by UNDP, using advance of funds, direct payments, or
    reimbursement using the FACE (Fund Authorization and Certificate of
    Expenditures);
  • Responsible for implementing and
    monitoring the activities of the Project against the approved annual work
    plan and established quality criteria;
  • Monitor events as determined in the
    Project monitoring schedule and communication plan, and update the plan as
    required;
  • In charge of monitoring financial
    resources and accounting to ensure accuracy, reliability of financial
    reports and proper management of funds consistent with UNDP requirements
    and budget planning control systems; and overseeing quarterly preparation
    and submission of financial reports to UNDP.
  • Managing and monitoring the Project risks
    as initially identified in the Project Brief appraised by the External
    Project Appraisal Committee (E-PAC), submit new risks to the Project Board
    for consideration and decision on possible actions if required; update the
    status of these risks by maintaining the Project Risks Log; and
  • Update the Atlas Project Management module
    if external access is made available.
Closing a Project:
  • Prepare Final Project Review Reports and
    follow-on actions for the Project 
    and Outcome Board;
  • Manage the transfer of Project
    deliverables, documents, files, equipment and materials to national
    beneficiaries; and Prepare final CDR/FACE for signature by UNDP and the
    Implementing Partner.
Qualifications, Skills and
Experience:
  • The ideal applicant for the United Nations
    UNDP Programme Manager – Elgon Region Project job opportunity should hold
    a Master’s degree in Natural Resources Management, Agriculture,
    Sustainable Land Management, Forestry, Environment Management or related
    fields.
  • Project Planning and Management including
    monitoring and evaluation is an added advantage;
  • A minimum of five years of relevant
    experience at the national or international level in development, of which
    four  years’ experience in project
    management at senior management level
  • Demonstrated ability to coordinate
    activities involving a large contingent of professional consultants drawn
    from all over the country and /or internationally
  • Previous exposure and experience with
    government-donor funded projects, working with local governments, private
    sector and civil society and with UNDP supported projects and procedures.
  • Ability to work independently and under
    pressure
  • Demonstrated outstanding communication,
    interpersonal, organizational and presentation skills
