Job Summary: The Government
Partnerships Officer will support the United Nations World Food Programme (WFP)
through contributing to the development of new and existing partnerships with
government partners in order to advocate the work of WFP, and raise and
mobilize resources to support WFP programmes.

Key Duties and Responsibilities:
- Actively participate and assist in
negotiations for contributions and partnership agreements, in line with
internal policies and external regulations, in order to reach advantageous
outcomes, such as more flexibility and predictability. - Implement the work plan for assigned area
by delivering activities that maintain and develop government partnerships
in order to maximise resources raised for the programme. - Significantly contribute to the management
of a portfolio of partnerships, soliciting contributions, providing donor
stewardship, and analysing results, in order to maximise resources raised. - Offer support to technical units in the
Country Office, Regional Bureau and/or Headquarters as required, in order
to assist them to effectively mobilise donor resources and to ensure the
donor conditions are met and adhered to at different programming levels. - Prepare briefs on resourcing outlook for:
Country Strategic Plan (CSP) and Country Budget Portfolio (CBP) ;
Country/Regional/Division Directors; the Strategic Programme Review
Process (s-PRP) and the Electronic Programme Review Process (e-PRP);
supply chain meetings; and operate as a resourcing focal point in order to
ensure that concerns are adequately considered. - Guide more junior staff, acting as a point
of referral and supporting them with more complex analysis and queries. - Collate and analyse data for the
preparation of accurate and timely reporting on donors and programmes, to
enable informed decision-making and action planning by senior
stakeholders. - Proactively contribute to ideas and
highlight fundraising opportunities to senior managers for new strategies
to maintain and increase funding from new and traditional donors. - Prepare and provide regular information to
educate new and potential donors on the strategy, design, relevance and
impact of WFP programmes, and to advocate the work of WFP. - Represent WFP at international meetings at
appropriate levels, in such a way that advances the government
partnerships strategy and objectives, and builds support for WFP
activities. - Prepare and provide inputs for briefing
documents for senior level management meetings with donors. - Build and maintain effective relationships
with representatives of government donors through appropriate channels,
and coordinate donor meetings, attending where required. - Coordinate work with other government
partnership officers to ensure the flow of information and other WFP units
to align activities and ensure donor visibility and that donor conditions
are met. - Follow standard emergency preparedness
practices to ensure WFP is able to quickly respond and deploy food and
needed resources to affected areas at the onset of a crisis. - Perform any other duties as required.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the United Nations
UN World Food Programme (WFP) Government Partnerships Officer career opportunity
should hold an advanced University degree in Economics, International
Development, Development Economics, Marketing Communications, Business
Administration, Journalism or any other related field or a First
University degree with additional years of related experience. - At least six years of relevant experience
in business development (private sector), development and/or humanitarian
affairs or related fields; - Experience in implementing the resource
mobilization work plan by delivering specific activities as defined; - Experience in providing direction to one
or more junior staff members within area of expertise; - Prior experience in participating and
supporting negotiations for contributions and partnerships agreements with
donors and host governments, in line with Internal policies and external
regulations; - Language: Fluency (level C) in
English language. Intermediate knowledge (level B) of a second official UN
language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working
language, Portuguese.

stakeholders, providing resourcing advice and briefs to senior managers,
leading medium/large teams and strategically allocating material and other
appropriate resources. - Business Process Support &
Technical Guidance: Provides technical support to other business
areas, identifying procedural issues and solutions. Applies understanding
to ensure system maintenance and to support the design and implementation
of system changes, supporting users and ensuring relevant training and
materials are provided as necessary.
