About NITA-U:
The National Information Technology Authority-Uganda (NITA-U) was
established as a statutory body under the National Information Technology
Authority, Uganda Act, 2009 as one of the key players in the Information and
Communications Technology Sector. Its mandated is to coordinate, promote and
monitor IT development within the context of national social and economic
development, with a vision as “a facilitator of a knowledge-based, globally
competitive Uganda where social transformation and economic development is
supported through IT enabled services.”
Job Summary: The Systems
Analyst will primarily conduct systems analysis and design of new e-Government
solutions, examine existing systems and recommend enhancements, and/or systems
interfaces and actively participate in system development, implementation and
testing, all with the aim of improving Government efficiency and productivity
to improve service delivery to citizens.
Key Duties and Responsibilities:
  • Perform systems analysis and document user
    requirements, System specifications, and System Designs for e-Government
    solutions required by the Government of Uganda.
  • Continuously review and document existing
    e-Government systems and processes and recommend the necessary
    enhancements and system interfaces to ensure delivery of quality
    e-Government Services.
  • Responsible for conducting systems
    analysis on the existing critical e-Government systems and design system
    interfaces to ensure systems integration across Government, so as to
    improve service delivery to citizens
  • Work in consultation with system
    developers/contractors and participate in solution development, testing
    and implementation to ensure technical compatibility and user
    satisfaction.
  • Ensure quality documentation of all
    e-Government systems
  • Ensure adherence to international best
    practices and standards during Software Development Lifecycle.
Qualifications, Skills and
Experience:
  • The applicant for the Systems Analyst
    vacancy should hold a bachelor’s degree in Software Engineering,
    Information Systems, Computer Science, Information Technology.
  • Possession of a Master’s degree in the
    relevant field is an added advantage
  • Any industry certification in areas of
    Systems Analysis, Business Analysis, or Software Development is an added
    advantage.
  • At least three years’ experience in
    Systems Analysis, Business Analysis, or Software Development in a busy and
    dynamic IT establishment.
  • The applicant must have conducted systems
    analysis or participated in the development of at least 2 large IT
    Application systems
  • Excellent analytical and problem solving
    skills
  • Business and Systems Analysis

  • Excellent communication skills (Verbal
    & Written)
  • Time management skills
  • Software Development practices
  • Possess the ability to effectively manage
    client expectations
