About US:
The National Planning Authority (NPA) was established by an Act of
Parliament No.15 of 2002 in compliance with article 125 of the Constitution of
the Republic of Uganda (1995). Accordingly NPA is the principal statutory
agency responsible for the management of national and decentralized development
planning in Uganda. The primary function of the Authority is to produce
comprehensive and integrated development plans for the country elaborated in
terms of the perspective Vision, Long and Medium-term Plans.

Job Summary: The Senior Procurement Officer will actively
plan, coordinate manage and implement the procurement and disposal function of
the Authority ensuring value for money.

Key Duties and
Responsibilities:
Responsibilities:
- Oversee
the Procurement and Disposal Unit of the Authority - Tasked
with Procurement Planning, Budgeting and Control of the resources
of the Authority - Prepare
and submit periodic reports for the contracts committee, PPDA and others
as may be required by the Accounting Officer. - Ensure
conformity with Government Laws and regulations - Evaluates
all procurement requirements and recommends the most appropriate
procurement procedure - Work
closely with end users to comply all the procurement requirements - Guides
the suppliers and service providers on the procurement procedure - The
incumbent will also verify documentation relating to procurements
and disposals for easy use by all interested parties - Work
closely with Accounts to ensure availability of Procurement Funds - Prepare
Procurement and Disposal Plans for the Authority - Responsible
for supervising staff under the Procurement and Disposal Unit. - Plan
and control procurements and disposals of the Authority. - Update
the Accounting officer on the progress of the procurement and disposal
process. - Provide
timely technical advice to the Accounting Officer, Contracts Committee and
other stake holders in the Authority - Prepare
and submit periodic procurement and disposal reports and work plans for
the Authority. - Organize
procurement Trainings for the user departments as a means of
ensuring compliance with the procurement procedures in the Procurement and
Disposal Entity. - Work
hand in hand with the user departments to prepare specifications and terms
of reference (TOR) - Work
closely with contract managers to ensure effective contract
implementation by the contractors. - Tasked
with preparing bid documents in line with the PPDA Act and other relevant
Regulations for public procurements. - Draft
Contracts/ Agreement documents for the commission to be submitted to the
SG for approval. - Work
closely with the Secretary to the contract committee to ensure Contracts
Committee carries out its activities effectively and efficiently. - Perform
any other lawful duties as may be assigned by management from time to
time.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the National
Planning Authority (NPA) Senior Procurement Officer job opportunity should
hold a Master’s degree in Logistics, Marketing, Procurement and Supply
Chain Management. - In addition, full CIPS level 6 is a must.
The applicant must be a Chartered Member - At least six (6) years working experience in procurement management in a large
public organization or equivalent levels of experience from a large
private sector institution. - Active
membership in professional associations is desirable - Industrious
and self-driven - Ready
to work long hours - High
degree of integrity - Computer
literacy skills - Excellent
interpersonal and communication skills - Must
be result oriented - Good
team player with leadership skills - Age: Between 30 – 51 years
