About US:
The National Planning Authority (NPA) was established by an Act of
Parliament No.15 of 2002 in compliance with article 125 of the Constitution of
the Republic of Uganda (1995). Accordingly NPA is the principal statutory
agency responsible for the management of national and decentralized development
planning in Uganda. The primary function of the Authority is to produce
comprehensive and integrated development plans for the country elaborated in
terms of the perspective Vision, Long and Medium-term Plans.
Job Summary:   The Senior Planner (Works and Transport) / Sen
Engineer will work in liaison with the Supervisor and the Senior Planner
Infrastructure in the coordination, harmonization and provision of technical
advice of development planning issues and formulation of policies and
strategies for the integrated development of transport infrastructure in the
Country. The incumbent will actively contribute to development planning,
specifically guide the sector in its leadership role of developing and
implementing integrated, efficient, sustainable and safe transport systems by
creating frameworks of sustainable policies, regulations and implementable
models to support government strategies for economic, social transformation.
Key Duties and
Responsibilities:  
  • Work
    in liaison with relevant stakeholders ensure efficient planning for
    infrastructure in Uganda through effective development planning.
  • Works
    closely with the relevant stakeholders, ensure that the respective sector
    plans are consistent with the current National Development Plan and that
    they match with the aspirations of the growing population.
  • Working
    with the relevant sectors to develop and maintain ensure that an
    integrated model transport system.
  • Ensure
    increased efficiency, safety, productivity and reliability of transport
    infrastructure, transport modes and utility services through continuous
    review of the enforcement of performance standards.
  • Guide
    on environmental, social, gender and other cross cutting issues affecting
    the works and transport sector.
  • The
    jobholder will advise on measures for enhancing private participation and
    alternative financing or investment options in transport
    infrastructure provision.
  • Analyze
    the Transport and Works Sector development trends and issues to identify
    threats, potential opportunities and emerging issues to guide planning and
    policy.
  • Advise
    on the most appropriate allocation for the implementation of
    transport infrastructure programmes and projects to achieve the policy
    objectives monitor and evaluate their achievements.
  • Work
    in close collaboration with the GIS and Physical Planning staff ensure
    that the NDP is an integrated plan incorporating both the spatial
    and socio-economic aspects that help in having a functional spatial
    framework system for Uganda.
  • Significantly
    contribute to research on infrastructure related development issues such
    as interconnectivity both internally and regionally for facilitating
    economic growth.
  • Perform
    any other official duties as may be directed
Qualifications, Skills and
Experience:
  • The ideal candidate for the National
    Planning Authority (NPA) Senior Planner (Works and Transport) / Sen
    Engineer career placement should hold a Master of science degree in Civil Engineering, Transport
    Economics or a closely related but relevant discipline from a recognized
    university.
  • Possession
    of postgraduate training in any of the following areas is
    desirable: – Transport Economics/ Planning, Energy Development,
    Geographical Information Systems or a closely related but relevant
    discipline
  • Membership
    of recognized professional bodies such as Uganda Institution of
    Professional Engineers, Engineers Registration Board, Institution of
    Highways and Transportation, etc is essential.
  • A minimum of five years’ experience in infrastructure
    engineering, transport economics, planning and development or
    closely related area, with at least 3 years at a Senior level in a
    reputable institution/ organization / agency
  • Industrious
    and self-driven
  • Ready
    to work long hours
  • High
    degree of integrity
  • Computer
    literacy skills
  • Excellent
    interpersonal and communication skills
  • The
    jobholder must be result-oriented
  • Good
    team player with leadership skills
  • Age: Between 30 – 51 years
