Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project.
The project supports delivery of quality HIV prevention, treatment, care and
laboratory services at selected regional referral and general hospitals.
& Evaluation Advisor is mainly responsible for the design of the project’s
monitoring and evaluation agenda and the creation systems to measure and
document program process, output and impact data results by routinely and
systematically collecting, analyzing and presenting program data for project
staff, partners as well as the donors.
- Working in liaison with the relevant MOH
departments, lead the SUSTAIN project efforts towards strengthening the
Ministry’s HMIS systems at the various project-supported hospitals - Work in liaison with Project and hospital
clinical and data staff, take lead in tracking Project performance
indicators using MOH and Project HMIS systems and tools - Closely work with the Project team to
ensure achievement of the Project targets - Build the skills of, and support hospital
and Project staff in M and E procedures so that data is generated in a
uniform manner - The incumbent will manage Project M and E
activities and provide leadership (through support supervision, training
and coaching) to the project M and E and hospital data teams - Offer M and E technical support and
training to the Project team including tool design, preparation of
statistical tables, data entry and analysis using statistical packages - Take lead in program surveys, organizing
and coordinating the preparation of quarterly, semi-annual, and annual
performance reports with program staff and partners and giving feedback on
M and E activities - Actively participate in and support the
Project implementation team to document and disseminate lessons learned
and best practices
Experience:
- The applicants for the USAID SUSTAIN
Senior Monitoring Evaluation & Learning Advisor job placement must
hold a Master’s degree in statistics or another relevant field - At least six years relevant experience in
monitoring and evaluation of donor funded project - Demonstrated practical skills in
monitoring and evaluation of HIV/AIDS, and/or other relevant health
programs desired - Demonstrated expertise and experience in
data analysis and report writing desired - Broad knowledge and understanding of
PEPFAR indicators and reporting requirements as they pertain to HIV
prevention, care and treatment desired - Excellent management and English
communication skills desired
