Job Summary: The Senior
Finance Manager will be responsible for supporting the Finance Controller in
managing the day to day operations of the Finance Department. The SFM will be
responsible for Donor Reporting, Budget management and financial reporting for
the Uganda country program. She/he will be required to provide support in grant
and budget preparation and reporting in line with the IRC and donor
regulations.
Key Duties and
Responsibilities:  
Compliance:
  • Ensure adherence to IRC and donor
    budgeting/grant policies and procedures.
  • Promptly inform the Finance Controller of
    any areas of concern of potential or suspected violations of policies and
    procedures.
  • Ensure there are no negative audit
    observations/findings related to budgeting and grant management.  If required, corrective actions plans
    are developed & implemented to address audit findings.
  • Ensure that all IRC Uganda budgeting
    practices are compliant with global IRC and donor Procurement policies
    (UNHCR, UNFPA, SV, Pfizer,SIDA 
    etc), Uganda  Government
    regulations and legislation.
Budgeting and Reporting:
  • Support the Finance Controller in the
    preparation, revision and maintenance of country office Operating Budget
    and quarterly re-forecasts.
  • Provide support in the preparation and
    revision of all grant budget proposals.
  • Work closely with program staff in
    preparing and/or revising grant budgets to support new proposals or
    realignments to ensure adequate coverage of country operating costs and
    headquarters costs.
  • Consolidate and update all grant pipeline
    information from Program and Finance departments on a monthly basis and to
    propose and prepare budget revisions as necessary.
  • Tasked with the preparation of the
    required donor financial reports for review by the Finance Controller.
    Make sure the reports are in compliance to donor reporting formats and
    timely submitted as per contractual requirements.
  • Keenly analyze the use of unrestricted
    funding versus approved allocations and share with Finance Controller on a
    monthly basis.
  • Assisting in the development and
    preparation of Shared Program Cost allocation processes and methodology
    for overarching costs that comply with donor regulations on allowable
    costs
  • Preparation of the monthly timesheet
    planning worksheet and sending it to all country office supervisors.
  • Review the budget spending and advice relevant
    staff on spending status and ask for feedback on all over/under spending.
  • Prepare and update spending plan for all
    active grants in conjunction with the appropriate budget holders.
  • Participate in the monthly Grant review
    meetings and present the spending status. Follow the action points based
    on the comments from the meeting. In compliance with donor requirements
    propose adjustment entries required for all BVAs and financial reports.
  • Attend and provide support in all grant
    opening, review and closing meetings.
  • Provide support and feedback to Operations
    and Program managers for all questions regarding the BVAs.
  • Review all Kampala related PRs and Payment
    requests within limit in the new BvA system and ensure that they are paid
    in the system in addition to supervising the field teams to ensure this
    process is completed in the BvA system. 
  • Prepare the new budget line coding (T2
    codes) for each new grant and update in SUN system.
  • Upload budgets to SUN system when
    required.
  • Provide technical advice key donor
    compliance requirements with the consultation of the Grant unit.
  • Create staff salary mapping, follow up on
    SPCA table update and propose to FC for review and further approval
Financial Reporting:
  • Supervise Month end closing process
  • Prepare monthly financial reports (balance
    sheet, bank and cash reconciliations, and expenditure) to Headquarters.
  • Review spreadsheets from field sites
    before uploading to sun, and providing feedback  to the field staff regarding their
    monthly templates
  • Review bank reconciliations monthly from
    main office Finance and field site staff
  • Review payment documents as per
    delineation matrix for proper and adequate back-up
  • Give feedback to Field Finance offices
    regarding their monthly templates.
Training and & Outreach:
  • Assist in providing training and support
    for the country office program and operational staff on proposal budgets,
    revisions and pipeline and spending plan reports.
  • Identify training needs in the area of
    Budgeting and Grant management in each site and sector.
  • Lead refresher training programs for Field
    and Program Coordinators, Program Managers to ensure staff are aware of
    their roles and responsibilities in the area of budgeting and grant
    management and are updated with new procedures, IRC global initiatives.
  • Regularly monitor staff competencies
    post-training and provide regular feedback and guidance to ensure all gaps
    in knowledge are addressed and rectified with supervisors as appropriate.
  • Assist Finance Controller where necessary
    with Finance Orientation sessions for all new staff. .
  • Ensure the Budgeting and Planning team
    maintains cooperative relations with other departments, and interacts with
    them in a positive manner.
Staff Management:
  • Supervision of the Finance Staff
  • Help establish annual performance
    objectives for the Finance staff
  • In consultation with the Finance
    Controller, seek out training opportunities to further professional
    knowledge and experience of IRC finance staff
Other duties/responsibilities:
  • Ensure the completeness of the grants
    financial documentation of the centralized grant filing system.
  • Assist the Finance Controller with
    internal and external audits when required.
  • Perform other duties, as appropriate or
    requested by Finance Controller.
Qualifications, Skills and
Experience: 
  • The applicant for the IRC Senior Finance
    Manager job placement must hold a Bachelor’s degree in Accounting, or
    Finance, ACCA or CPA.
  • At least five (5) years of accounting
    experience within an INGO with three years in a managerial position
  • Prior donor and financial reporting and
    budget management experience is critical
  • Computer literate with significant
    experience in excel, accounting package knowledge (SUN system) will be an
    added advantage.
  • Flexibility to adapt to changing
    requirements and ability to work within tight deadlines
  • Excellent and demonstrated oral and
    written communication and interpersonal skills;
  • Strong organizational, time management and
    analytical skills
