Job Summary: The
Reproductive, Maternal and Child Health Specialist will offer technical and
programmatic leadership in project strategy and implementation of the eMTCT,
family planning, nutrition and other interventions across the life course from
adolescent girls, women before and during pregnancy, delivery, to new-borns and
children to ensure improved outcomes for pregnant, lactating women and their
children.

Provide technical expertise in designing, implementing, monitoring, and
reporting of eMTCT, family planning and other RMNCH activities for improved

- Mentor and build the capacity of RMNCH
Officers to enable them have the required technical competence to
implement RMNCH activities and strategies. - Align implementation of the project’s
RMNCH targets, work plans to National Strategy - Translate emerging best practices in
maternal, new-born and child health into effective action - Assist with conducting technical and
service delivery assessments (SIMS, capacity assessments, etc.) to
determine strengths and weaknesses in implementation of RMNCH programs - Lead on the development/adaptation
relevant guidelines, job aides, checklists, SOPs and other tools in line
with national standards
Performance Management: Develop mechanisms to effectively track
and monitor programme results, Staff Performance and project efficiencies so as
to respond to the project reporting needs and facilitate continuous programme
improvement

- Routinely track performance in line with
project targets for effective and timely achievement of project goals - Coordinate with the M&E Manager to
establish a system for effective monitoring, evaluation, analysis, and
reporting on implementation of HSS interventions under the project - Identifying obstacles and risks to effective
implementation of project interventions and achievement of results in a
timely manner and suggest appropriate corrective action - Generate performance reports and
participate in project performance review activities - Provide technical leadership to the RMNCH
team ensuring effective staff supervision, performance management, and
development - Carry out periodic audits of the technical
area to review strategy execution, Risk management and value for money - Undertake impact reporting in technical
area for documentation of best practices and advocacy
Quality Improvement: Support the District teams and health
facilities to integrate continuous quality improvement practices into their
activities so as to promote utilisation of data and QI methodology to improve
the quality of RMNCH services provided

- The incumbent will align all RMNCH project
CQI activities to the national strategy - Facilitate the collection of performance
data, identify opportunities for improvement, and presents findings to the
organization - Facilitate strategic and tactical planning
for the quality improvement program, including needs assessments,
evaluations, root cause analysis and interventions. - Lead, facilitate, and advise training site
quality improvement teams. - Support the health facilities and other
points of service to develop CQI components, processes and SOPs on the
RMNCH intervention. - Convene and conduct quality improvement
performance review meetings, and other fora needed to achieve the project
objectives - Provide support in the design and
oversight of learning sessions to facilitate the scale up of improvements
Capacity Building: Work closely with the Capacity Building
Specialist and other HSS team members to coordinate and support capacity
improvement interventions at district and health facility levels and competence
building of district health workers and the project team to ensure sustainable
health systems

- Conducting training needs assessments
related to RMNCH at the client, project, and implementing partner levels; - Utilize information from the needs
assessments, routine project monitoring and other identified sources of
information to provide training and mentorship to the supported
facilities, project team and the other implementing partners. - Ensure that assigned project staff have the
required technical competence to implement project activities and
strategies in RMNCH. - Work with HUMAN Resource, Regional
Managers and other departmental heads to organize and conduct staff
training as per identified capacity building needs.
Advocacy and Partnership Management: Identify, develop and
manage relationships with key partners/stakeholders in order to strengthen
collaboration, advocacy, build synergy and leverage external resources

- Actively participate in National/regional
policy formulation and review by representing MUg at TWGs and other
stakeholder engagements - Create and strengthen partnerships with

Research: Working with the research team lead on the
development of research concepts, publication of articles in peer reviewed
journals and abstracts for conference presentation and facilitate uptake of
research findings and documentation of best practices for implementation of evidence based RMNCH
interventions.

- Participating in research concepts
development and writing of research grants for RMNCH interventions. - Take lead in the publication of scientific
peer reviewed papers, abstracts, policy briefs and articles to disseminate
lessons learnt from the RMNCH program and interventions. - Facilitate the translation of research
findings to program implementation. - Supporting Mildmay Uganda research Ethics
Committee by reviewing proposal in the RMNCH technical area.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for this vacancy must
hold a Bachelors/ Diploma in Nursing / Midwifery with a post Graduate
qualification in Public Health or Management Sciences - The applicant must be registered with the
relevant professional body/council - Demonstrated subject matter expertise in
RMNCH interventions. - Possession of a post graduate training in
project management is added advantage - A minimum of five years’ experience in
eMTCT, family planning, nutrition and other Reproductive, Maternal
New-born and Child Health interventions. - At least two years’ experience in
implementing eMTCT, family planning and other RMNCH related project work - Knowledge of Ministry of Health
systems/district health service delivery - Previous experience in implementation of
Health Systems Strengthening interventions. - Demonstrated subject matter expertise in
Reproductive, Maternal New-born and Child Health. - Technical proficiency in design,
implementation, and M&E for similar projects/programs - Dynamic systems thinking, high taste for
innovation, and continuous quality improvement - Strong leadership, analytical and
organizational skills.
