The International Institute of Rural Reconstruction (IIRR) is a rural
development organization which has over half a century of participatory,
integrated and people-centered development in the continents of Asia, Africa,
and Latin America. It was established by Dr. Y. C. James Yen in 1960.  Its programs cover education, food security
and asset building, environment, and applied learning. It also provides
international and customized courses and training covering various themes,
including, natural resources and food security, gender and development,
business development, organizational development, and participatory approaches.
Job Summary: The Project
Manager -Youth Leadership Development Project will steer effective partnership
building and maintenance with stakeholders that have a role in youth
empowerment and development; stimulate pro-youth programmes and undertake
initiatives to unlock full potential of the youth to facilitate pro-activism in
providing solutions to their social challenges while nurturing their leadership
skills. These stakeholders will include but are not limited to; Local
governments (at both upper and lower level). Educational institutions, CSOs,
Private sector and Communities, in the Northern region of Uganda. The Project
Manager will facilitate Planning, implementation and overall management of the Youth
Leadership Development Programme in the project area. The incumbent will do
this by;
  • Building sustainable partnerships with
    district and national level entities that have a stake in youth leadership
    development
  • Mobilizing and effectively engaging with
    the youth in the select schools in order to realize their full potential
    as youth leaders.
  • Building the capacity of stakeholders to
    relate youth leadership and social development
Key Duties and
Responsibilities:  
  • Offer overall leadership to project execution
  • The incumbent will develop and monitor the
    implementation of annual and quarterly consolidated work plans,
    procurement plans and budgets in line with project goals/objectives
  • Offer technical support to team in making
    annual and quarterly activity work plans and budgets and ensure the plans
    are executed as scheduled
  • Regularly monitor and track project’s
    progress and handle any issues that arise
  • Create and maintain comprehensive project
    documentation, plans and reports
  • Manage the translation of plans into
    operations and monitor their implementation
  • Keenly monitor and supervise timely and
    quality implementation of project annual plans and targets
  • Serve as the point of contact and
    communicate project status adequately to all participants
  • Pro-actively look out for funding
    opportunities and develop fundable proposals in line with IIRR strategy
    2020
  • Track project performance in alignment to
    project results framework and budget
  • Develop performance objectives with and
    appraise staff
  • Develop and maintain strategic
    partnerships and stakeholders and other partner organizations involved in
    youth programming and advocate for comprehensive, relevant and harmonized
    interventions in the region in line with various program objectives and
    Central and Local Governments.
  • Ensure periodic reports are written and
    shared with stakeholders in time and in agreed formats
  • Manage budget according to project budget
    expenditure within the planned time frame and approved budgets
  • Implement policies that promote
    accountability of resources
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold an Honors
    Bachelors degree in Social Work and Social Administration, Sociology or
    Education obtained from a recognized institution of learning.
  • Possession of a post graduate training in
    Project Planning and Management Master’s degree in a relevant area such as
    Human Rights will be an added advantage.
  • At least five years’ experience working in
    implementing and / or managing community-based, youth programmes in
    reputable organizations.
  • Excellent communication and report writing
    strife
  • Ability to effectively communicate with
    donor partners is mandatory
  • Ability to easily identify with the youth,
    their needs and support them to understand their potential
  • Demonstrable capacity in networking,
    partnership and training in leadership aspects
  • Proficiency and fluency in English
    language, local languages;
  • Knowledge of Luo will be an added
    advantage
  • A tolerant, youth friendly individual with
    capacity to deal with youth dynamics is highly desired.
