range of programmes including examinations, project management on behalf of
other donors, and its own grant funded projects. British Council has operated
in Uganda since 1952 and its aim is to build cultural and educational relations
between Uganda and the UK.
Manager – (Education & Society) will provide the technical expertise and
skills needed to position the British Council Uganda as a key player in
Education and Society sector in accordance with strategic priorities of
regional /country office. The incumbent will manage the quality of the current
project portfolio through monitoring and evaluation of projects and their efficiency in terms of value for
money in order to meet or exceed British Council’s objectives, targets and
partner expectations in Uganda. The jobholder will also build and manage
external and internal relationships with key governance stakeholders including
the International and Local development partners, consultants, service
providers and British Council governance/society teams in the region and the
UK. The incumbent will identify, pursue and secure funding opportunities within
the Education and Society portfolio in line with regional and country key
strategic priorities. He/She will also have a British Council representational
role whenever this country office needs.
Responsibilities:
efficiency of a portfolio of projects through partnerships, meeting or
exceeding all project targets. This includes but is not limited to:
- Providing technical lead in the management
of the full programme cycle and documenting accordingly; - Preparing and submitting technical reports
according to British Council and/or client requirements and quality
standards; - Developing monitoring and evaluation
frameworks in line with British Council and /or client expectations,
ensuring implementation project
outcomes and impacts are measured and reporting according to
corporate/client standards, and lessons learned fed into on-going project
design and delivery. - Tasked with identifying key areas for
efficiency and value for money within portfolio managing portfolio budgets as per British Council
and client requirements and quality standards by ensuring appropriate
profiling, forecasting and financial management of programme budgets
including accurate and timely cash flow, expenditure reconciliation and
reporting is done. - Ensuring full compliance with donor
requirements and polices
mitigate risks to the achievement of project objectives.
- Build and maintain relationships with key
funding and development partners - Develop project proposals based on client
need, sector expertise and research - Identify and help secure funding for new
projects and programmes in line with country/regional strategic plan - The incumbent will consult and work with
local stakeholders to ensure buy-in for the programme in its design and
implementation; - Actively contribute to country strategic
business plan through sector expertise
and external communication strategies to ensure that projects are marketed
effectively and to the highest standards in print (press, publications),
digitally (websites, social media, TV, radio) and at events (conferences,
workshops, meetings) through implementation of communication strategy for
portfolio.
- Effective Line management of Projects
Manager, Projects Officer, and other staff supporting Education and
Society projects and ensuring full compliance with British Council Equal
Opportunity and Diversity (EO&D) and Child Protection policy and
guidelines - Provide technical guidance to the teams in
the delivery of Education and Society projects
- Represent the British Council when
required - Oversee any research commissioned,
including managing consultants
Experience:
- The applicant for the British Council Programme
Manager – (Education & Society) job opportunity should hold a
Bachelor’s Degree in a related discipline . MA in relevant field - Project Management Qualification
- Monitoring and Evaluation qualification
- At least five years work experience
- Previous experience in partnership
building and relationship management - Adequate managerial experience.
- Sector Expertise in area of Education and
/or Society - Previous exposure and experience of
working in international development sector and/or civiil society - Skills and experience in proposal /bid
writing - Prior experience in producing programme
reports with analysis and documentation of outcomes and programme
learning. - Experience in managing the delivery of
projects

- Manages Projects (Level 3): Analyses
requirements with the sponsor/stakeholders, defining the specification
with awareness of equality and diversity impact, planning, revising,
implementing and evaluating on small-to-medium scale and/or low risk
projects. - Managing Finance and Resources
(Level 3): Monitors and controls an agreed budget within a
defined area, producing reports and analyses and contributing to planning. - Developing Business – Level 3: Defines
and develops products/programmes/services which deliver British Council
goals on impact, income and surplus within a defined area of business that
responds to market opportunities and aligns to wider corporate strategies. - Managing People– Level 2: Supervises
a small team of people doing similar jobs to deliver short term tasks to
agreed quality and time standards. - Managing Risk – Level 3: Has
track record of analysing potential risks, promoting risk awareness, and
holding others to account for their practices.
