Coordinator – Youth (International Citizens Service –ICS will take lead in the
development, integration and effective delivery of VSO Uganda’s youth
programming across Core Programme Areas
- Strategic Leadership: Lead the
design, implementation, coordination and monitoring ofVSO Uganda’s youth
programming across VSO Uganda’s Core Programme Areas of Inclusive
Education, Maternal & New Born Health and Resilient Livelihoods. - Relationship building and influencing:
Represent VSO proactively in relevant networks, forums, working groups,
and partnerships with a view to maximising the impact and influence of
youth programmes. - Programme Funding: Identify
appropriate funding opportunities, working with the funding colleagues and
the HoP/Country Director where necessary to develop concepts and
proposals. - Programme Delivery:
- Ensure youth related
programmes are delivered in line with People First Framework principles
and relevant donor conditions and quality standards. - Ensure youth projects deliver
against timeframes and output and outcome targets/ objectives within the
programme strategy and project plans. - Ensure projects are
implemented according to agreed annual, quarterly and monthly work plans and
budgets, providing support, technical advice and supervision to staff,
volunteers and partners. - Ensure programme/project
documentation is in place and up-to-date as per VSO guidelines and donor
requirements, including for volunteer placements and donor reporting. - Monitoring and Evaluation:
Working with the M&E Coordinator, design and deliver appropriate
monitoring and evaluation mechanisms to measure, document and disseminate
progress, good practices and impact in youth programmes; producing good
quality communications materials from VSOs youth work - Duty of Care: Ensure VSO’s duty
of care responsibilities for volunteers, staff members and other
stakeholders are prioritised and comprehensively met. - Resource Management: Regularly
monitor and manage budgets and ensure financial and procurement management policies are
followed. Identify any areas of variance and communicated to HOP (project
team) with suggested corrective actions. - Volunteer Management and Support:
- Work closely with HR to
induct, orient and provide on-going support to volunteers, including
safety and emergencies. Assess volunteer training needs and oversee the
delivery of agreed learning. - Engage volunteers in planning
and review processes, supporting them to identify linkages between their
work and delivery of VSOs goals. - Ensure volunteers are given
personal support if appropriate. Ensuring application of VSO people first
principles in volunteer management and support; Conduct monthly 1-2-1 and
quarterly review meetings with youth volunteers - People Management: Ensure
direct reports are line managed according to VSO People Policies, best
practice, and lead a strong youth team.
Conduct monthly 1-2-1 meetings with direct reports. - Other Duties: Deputise for the
Head of Programmes or other colleagues as required. Assist or take
responsibilities in emergencies and other circumstances as required and
requested.
Experience:
- The ideal candidate should have at least
three years’ experience in managing and delivering youth programmes and
teams - Leadership: Experience representing at senior
levels, building effective inter-organisational relationships, and working
collaboratively with other organisations. - Project Management: Excellent
understanding of project cycle management tools and demonstrated
experience of organisational assessment, planning and review tools and
processes. - Youth Work& Development
Understanding: Proven experience of working in non-formal settings
with 18-25 year olds from a wide range of backgrounds.Knowledge of issues
which are common to communities in developing countries. Ideally,
experience working with volunteers. - Cross-Cultural Working: Direct
and substantial experience of working cross-culturally and able to
communicate to a range of audiences and promote sharing and learning
between cultures - Communication: Strong verbal
andwritten communication skills. - Strong representation and negotiation
skills – ability to negotiate and maintain relations with external
stakeholders - People Management &Supervision: Line
management experience, and proven ability to promote self-awareness,
learning and development among individuals; coaching and managing high
performing teams - Planning and Organising: Able
to develop clear and realistic plans to deliver agreed objectives within
deadlines, involving key individuals in the planning process. - Budget Management: Ability to
develop and manage budgets, financial procedures demonstrating value for
money - Able to travel, including work away from
the home base for up to 50% of time, both within the country and
occasionally internationally and some weekend and evening work. - Practical experience gained within a
volunteering/NGO context and of managing a national and international
volunteer programme is desirable - Possession of a Clean, valid motorbike
driving license is an added advantage
