About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The Program
Officer – HIV Testing Services will provide support to hospital management and
service delivery teams to provide quality HIV testing services per the national
guidelines.
Key Duties and
Responsibilities:  
  • Offer on-going technical support and
    supervision for the HTC component of RHITES EC project, including
    improving linkages between HTC and HIV care and treatment units at project
    supported hospitals
  • Keenly review HTC monthly reports from the
    various hospitals, together with the M/E teams, ensuring accuracy and
    timeliness
  • Offer technical support and guidance to
    facility teams in planning and Implementation of HTC services
  • Oversee training/mentorship of health care
    workers at project supported hospitals, using National HTC HCT &/PICT
    guidelines and protocols
  • Actively participate in the Ministry of
    Health HTC technical working group activities
  • Support delivery of appropriate
    hospital-based HIV prevention interventions as may be determined by the
    various hospitals, the MOH and the project
  • Prepare and submit regular progress
    reports
  • Perform any other duties assigned by the
    supervisor
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID
    RHITES-EC Project Program Officer – HIV Testing Services career vacancy
    should preferably be a Medical Doctor with relevant experience in HIV
    Testing Services and with a Master’s Degree in Public Health or other
    relevant qualification
  • At least four years or more of
    professional experience working with HIV Prevention working closely with
    DHOs in technical programming
  • Previous experience with USAID and donor
    projects is highly desirable
  • Significant experience collaborating and
    developing partnerships with Ministries of Health/National Programs, DHOs,
    donors, NGOs, and/or other stakeholders on HIV Prevention – HTS
    initiatives in alignment with national strategic plans; experience working
    initiatives within Uganda strongly preferred
  • Demonstrated leadership and teamwork;
    produces high quality work in a timely, cost-effective manner; excellent
    oral and written communication skills
  • Demonstrated ability to set priorities,
    multi-task, and work collaboratively as well as independently
  • Excellent interpersonal skills
