Umeme is the largest electricity distribution company in Uganda, with a
mandate of operating, maintaining, upgrading and expanding the electricity
distribution network, retailing electricity to its customers, improving
efficiency within the electricity distribution system. Umeme Limited is listed
on the Uganda Securities Exchange and cross-listed on the Nairobi Securities
Exchange since 2012. Umeme has over 620,000 customers of which 20% are on
pre-paid metering, a staff complement of 1,400 employees and has over the last
9 years invested US$ 271 m in the electricity distribution system.
Key Duties and Responsibilities:  
  • Formulate the organisation-wide
    procurement plan and ensure timely approval and execution of the
    procurement processes in line with the procurement plan and policies.
  • Plan and coordinate the periodic
    prequalification of company suppliers and service providers and ensure
    timely submission of the suppliers’ list to the procurement committee for
    approval as per policy guidelines.
  • Work in liaison with appropriate category
    managers to align company procurement needs with existing category
    strategies and agreements.
  • Support the business in tax planning and
    management within the supply chain.
  • Manage the tendering processes in line
    with the Company’s procurement policies and procedures and escalate any
    non-compliance or challenges arising from the tendering process.
  • The jobholder will manage the process of
    goods and services acquisition and disposal from needs assessment to
    tendering to negotiation and award of contract in line with the SCM
    strategy.
  • Manage the Company’s customs clearing
    process including proper customs computations in liaison with Uganda
    Revenue Authority (URA), Uganda National Bureau of Standards (UNBS) and
    other relevant stakeholders.
  • Research market trends and linkages
    amongst suppliers and advise the business accordingly.
  • Develop contracting strategies with
    consideration of local content to achieve cost savings and efficiency.
  • Work closely with the Legal team and
    Contracts and Performance Management team to prepare and process contracts
    consistent with the SCM strategy and objectives.
  • Enforce socially and environmentally
    responsible procurement procedures within the business.
  • Develop and periodically monitor a risk
    management register for the Procurement section and escalate issues
    arising.
  • Take part in both internal and external
    audit exercises as required and take corrective action arising from issues
    relating to procurement.
  • Provide leadership to the procurement team
    and escalate performance issues accordingly.
Qualifications, Skills and
Experience: 
  • The ideal candidate should preferably hold
    a Bachelor’s degree or equivalent in Engineering, Procurement, Commerce,
    Business Administration (Finance) and Statistics or an associated
    discipline.
  • Possession of a Postgraduate qualification
    in procurement and Supply Chain Management (such as Master’s Degree in a
    Supply Chain Management field, CIPS, CPSM, CSCP etc.), with membership to
    an accredited Supply Chain Management Professional body.
  • A minimum of eight years’ experience in a
    SCM role, three of which should have been in a leadership role.
  • Previous exposure and experience in the
    use of an Enterprise Resource Management system or a procurement and
    logistics management system.
  • Experience in end to end design of
    procurement evaluation criteria and contracting terms and conditions.
  • Tendering and sourcing experience for
    large capital projects.
  • Broad knowledge and understanding of risks
    associated with suppliers, contractors and markets for categories of goods
    and services.
  • Excellent customer service, interpersonal
    skills and ability to engage, influence and communicate with internal and
    external stakeholders at senior levels.
  • Flexibility and ability to manage multiple
    tasks that involve a level of complexity and financial/operational risk.
