About USAID RHITES-EC Project:
University Research Co., LLC (URC) is implementing the USAID Regional
Health Integration to Enhance Health Services in East Central Uganda Project
(USAID/Uganda RHITES-EC) whose aim is to support the implementation of a
comprehensive integrated investment in regional 
health, nutritional assistance and HIV/AIDS programs. The five-year
project targets 11 districts in East Central Uganda with an estimated total
population of 4.1 million through a district-based integrated package of
quality health, nutrition, HIV / AIDS and child development services.
Job Summary: The
Pharmaceutical Logistics Officer will provide support  in strengthening pharmaceutical logistics
services leading to improvement in logistics and inventory management of health
commodities in the supported districts and health facilities.
Key Duties and
Responsibilities:  
  • Oversee the implementation of Supervision
    Performance Assessment and Recognition Strategy (SPARS) and PEER strategy
    in all supported districts. Support roll out of electronic logistics
    management information systems such as Rx Solution, WAOS in supported
    facilities to improve logistics management and timely reporting by
    facilities
  • Keep a database of all received
    reports/accountabilities from facilities and generate quarterly reports on
    reporting rates by supported sites. Implement improved processes for
    logistics information management of the MOH supply chain
  • Take part in building capacity for health
    facility staff involved in the health programs, including logistics
    management training, with preparations of training materials and budgeting
  • Offer support supervision to districts to
    ensure continuous improvement and strengthening of the supply chain
    logistics systems
  • Actively participate in monthly district
    performance review meetings
  • Develop and maintain databases for all
    relevant sites, commodities, lead times, reporting histories and
    supervision visits at all levels
  • Enforce strict adherence of health
    facilities to national supply system-reporting
  • Coordinate pharmacy and focal persons in
    the districts and HFs and improve linkages to the national supply chain
    for health commodities
  • Significantly contribute to timely and
    accurate reporting by the project
  • Perform any other duties as assigned by
    your supervisor
Qualifications, Skills and
Experience:
  • The ideal candidate for the USAID RHITES-EC
    Project Pharmaceutical Logistics Officer job vacancy should preferably
    hold a Bachelor’s degree in Pharmacy or a related field
  • At least three years’ experience in
    providing support in management of the national pharmaceutical supply
    chain system
  • A minimum of three years’ experience with
    medicines logistics and inventory information management systems
  • Excellent analytical and presentation
    skills with Microsoft office packages desired
  • Willingness to be flexible and adapt to
    changing priorities and deadlines
  • Demonstrated ability to effectively
    communicate and collaborate with various stakeholders towards achievement
    of common goals desired
