Sustainable Outcomes for Children and Youth (SOCY) Project
non-governmental, non-profit, non-political, inter-denominational charitable
organization that was established in 1999 by a group of volunteers as a
response to a crisis caused by HIV &AIDS and poverty in rural communities
in Uganda. FOC-REV Ministries Uganda exists to work with the poor and
marginalized rural people to improve their livelihood and increase
self-reliance through education support, health services advocacy, food
security and networking.
implementing a Sustainable Outcomes for Children and Youth (SOCY) project
targeting Orphans and Vulnerable Children in Hoima and Luwero districts, funded
by the United States Agency for International Development (USAID) through
Catholic Relief Services (CRS). The SOCY project interventions shall be
focusing primarily on OVC Case Management and household economic strengthening
through savings groups and associated interventions and parenting/caregiver
programs.
Evaluation and Learning Officer will design the monitoring and evaluation
systems in close collaboration with the Program Manager. The jobholder will
also coordinate the implementation of strategies to ensure monitoring and
evaluation of the programs and the timely dissemination of lessons learnt.
Responsibilities:
develop a plan to monitor and evaluate the efficiency, effectiveness and
performance of all FOCREV programs in the area of operation.
- Offer technical guidance and lead capacity
building of program team in monitoring and evaluation - The M& E officer will also offer
technical support in the implementation of M&E plans to ensure
information reporting systems fulfill needs of FOC-REV, communities,
government, donors and other stakeholders, and are in line with Quality
standards and integrating Women and Child Rights Monitoring and Evaluation
principles to maximize quality programming and ongoing learning - Work closely with Districts ME Unit to
support the implementation of outcome indicator monitoring, including
counting the number of beneficiaries reached monthly, quarterly, annually. - Formulate systems and processes for the ;
implementation of monitoring and evaluation policy and practice. - Work closely with Project Managers to
ensure that indicators of performance align with those of donor.
- Offer technical guidance and advice to
district and regional teams and ensure that planning is undertaken in a
logical and participatory manner and presented as high quality documents - Ensure links are made between the program
existing capacities and their plans for 2017. - Support program team in identifying
advocacy issues in their thematic work. - The incumbent will consolidate FOCREV
thematic annual plans for timely submission to the Executive Director - Scanning the environment of funding opportunities
- Provide administrative and capacity
building support for the Management Information System (MIS) and ensure
that it is accessible by staff all the time - Ensuring that the information and reports
generated from the management information system are utilized for program
improvement and learning.
Experience:
- The ideal candidate for the USAID Project
Monitoring, Evaluation and Learning Officer should preferably hold a
Bachelors’ Degree in Social Sciences, Social work and Social
administration, Development Studies, - Education or the equivalent accrued
working experience in a related position. - Post Graduate training in Project Planning
& Management, Monitoring and Evaluation, Community Development &
Research or any relevant field with M&E as a course is desirable. - A minimum of four years’ experience in
social or operational research, research methods, development and
management, M&E, in NGOs. - Previous experience or research in food
security, subsistence agriculture, health and nutrition, income
generation, HIV/AIDS, livelihoods, child protection and Education are
desirable. - Relevant experience supervising community
based social development projects and with NGOs particularly those
addressing Women and children’s rights. - Competence and experience in participatory
research methods and M&E. - Prior exposure and experience in setting
up and managing M&E systems, preferably in NGO setting - Working knowledge of qualitative and
quantitative analysis and application of computer data management
packages. - Demonstrable financial, planning,
organizational and budget management skills a must. - Previous experience of developing,
maintaining and improving partnerships with local governments and other NGOs or CSO partners. - Strategic management skills, people
management skills – team building and delegation, experience in managing
teams of consultants - Thorough knowledge of the quality program
development, SC Alliance policies and
guidelines, the Child Protection Code of Conduct. - Tact, diplomacy and confidentiality
- Strong negotiation skills
- Computer literacy skills – MS Office
applications, word, excel, PowerPoint, Spread sheets
