The Refugee Law Project (RLP) is an outreach project of the School of
Law, Makerere University. Our Mission is to empower asylum seekers, refugees,
deportees, IDPs and host communities to enjoy their human rights and lead
dignified lives. Refugee Law Project’s work is currently structured in five
thematic areas: Access to Justice; Conflict, Transitional Justice &
Governance (CTJ&G), Gender & Sexuality; Mental Health &
Psychosocial Wellbeing; and Media for Social Change.
Job Summary: The Human
Resources Officer maintains and enhances the organization’s human resources by
planning, implementing, and evaluating employee relations and human resources
policies, programs, and practices.
Key Duties and
Responsibilities:  
Human Resource Planning, Resourcing and Engagement:
  • Maintain the work structure by updating
    job requirements and job descriptions for all positions;
  • Maintain organization staff by
    establishing a recruiting, testing, and interviewing program; tasked with
    guiding and advising assessment team on candidate selection;
  • Scheduling and conducting job evaluations
Development of HR Capacity and Capability:
  • Preparing employees for assignments by
    establishing and conducting orientation and training programs;
  • Actively participate in the assessment of
    staff capacity gaps and needs;
  • The jobholder will also design staff
    capacity development programmes and processes;
  • Provide support in the delivery of
    capacity development programmes and processes for staff;
  • Coordinate the assessment of staff
    capacity gaps and needs.
Compensation and Benefits:
  • Maintain a pay plan by conducting periodic
    pay surveys; preparing pay budgets; monitoring and scheduling individual
    pay actions;
  • Recommend, plan, and implement pay
    structure revisions;
  • Maintains employee benefits programs and
    informs employees of benefits by studying and assessing benefit needs and
    trends; recommending benefit programs to management; directing the
    processing of benefit claims; obtaining and evaluating benefit contract
    bids and awarding benefit contracts;
  • Tasked with designing and conducting
    educational programs on benefit programs
Performance Management
  • Facilitate work planning and definition of
    performance expectations;
  • Actively participate in performance
    monitoring;
  • Ensures planning, monitoring, and
    appraisal of employee work results by the respective supervisors to coach
    and discipline employees;
  • Maintain the work structure by updating
    job requirements and job descriptions for all positions in RLP and
    counseling and providing advice to employees based on their performance
    outcomes.
Workplace Healthy and safety: Facilitate in identifying
workplace Health and Safety risks and coordinate the provision of Health and
safety services
Employee Relations:
  • Maintains management guidelines by
    preparing, updating, and recommending human resource policies and
    procedures;
  • Facilitate development, review and dissemination
    of Human Resources Policy and Procedure Manual;
  • Communicate HR related management
    decisions to staff;
  • Ensure compliance with employment laws and
    policies;
  • Aid in scheduling management conferences
    with employees in a bid to hearing and resolving employee grievances;
    counseling employees and supervisors
  • Ensures legal compliance by monitoring and
    implementing applicable human resource federal and state requirements;
  • Carrying out investigations, maintaining
    records and representing the organization at hearings
Separation Management:
  • Conducting and analyzing exit interviews;
    recommending staff adjustments;
  • Provide advice on termination processes;
  • Implement termination decisions and
    provide post termination support.
Administration:
  • Contributes to team effort by
    accomplishing related results as needed;
  • Manages the completion of human resource
    operational requirements by scheduling and assigning employees;
  • Following up on work results;
  • Maintains professional and technical
    knowledge by attending educational workshops; reviewing professional
    publications; establishing personal networks; participating in
    professional societies;
  • Maintains human resource records by
    designing a filing and retrieval system; keeping past and current records
Qualifications, Skills and
Experience: 
  • The ideal candidate must hold a Master’s
    Degree in Human Resources Management, Business Psychology, Industrial
    Psychology, Business Administration with a Specialty in HR and or any
    other related field from a recognized university
  • At least four years’ experience handling
    similar tasks at a senior level in a reputable organization.
  • Previous experience in managing non-
    profit making organizations.
  • The applicant must be adept at
    problem-solving including being able to identify issues and resolve
    problems in a timely manner;
  • Ability to give timely report on
    activities undertaken;
  • Ability to work under pressure with
    minimum supervision;
  • Good creativity and innovative skills;
  • Ability to prioritize and plan work
    activities;
  • Accurate, organized thorough, and able to
    monitor work for quality;
  • Dependable, able to follow instructions,
    respond to management direction;
  • Detail oriented;
  • Ability to enjoy interfacing with staff at
    all levels;
  • Great interpersonal skills and high level
    of self-motivation;
  • Excellent skills in MS Office applications
    and good communication and presentation skills; Good touch typing skills
    of at least 30Words Per Minute.
