The Makerere University Walter Reed Project (MUWRP) is a non-profit HIV
research program that was established in 2002 as a result of a memorandum of
understanding between Makerere University and The Henry M. Jackson foundation
for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of
MUWRP is to develop, evaluate and provide interventions to mitigate disease
threats of public health importance to Uganda.

Job Summary: The Human
Resource Officer will support the Human Resource Office activities of Makerere
University Walter Reed Project (MUWRP).

Key Duties and

Recruitment:
- The Human Resource Officer will closely
with the HR& Admin Manager, ensure that there is timely placement of job posting in the
media. - Assist the HR Office in carrying out the
first instance screening of job applications in line with the criteria
determined against requirements in the job posting. - Support the HR Office in Check references
of the candidates. - Upon confirmation of the facts, draft
offer letters and contracts accordingly. - Tasked with the preparation of
induction/orientation packs for new staff. - Ensure timely placement of new staff, and
follow up on probation periods. - Under the guidance of the HR &Admin
Manager, give general advice relating to employment terms and conditions,
policies and procedures, using the project policy manual. - Support the HR office to ensure that all
MUWRP employee contracts are updated and the non-renewals are handled as
per the policy. - Provide support in the administration of
the initial stages of the staff appraisal exercise (e.g. giving guidance
on the process, issuing reminders to departmental heads and supervisors,
etc)
Time and Attendance:
- Ensure
that all staff timesheets are entered in the system in a correct and
timely manner. - Keenly
review monthly time and attendance biometric records and compile report
for decision making. - Check
and maintain attendance registers, leave records and other HR
related forms.
Documentation:
- Maintain
updates staff files/records and ensure confidentiality regarding Human
Resources activities and data including leave, pay rise, promotion,
confirmation, appraisals, and disciplinary actions. - Ensure
that staff records are electronically entered in the Electronic HR
System. - Under
the guidance of the HR and Administration manager, draft routine
correspondences and Memos and, where necessary, in consultation with HRM - Ensure
that all personnel files records are entered electronically in the
Information system.
Staff Welfare:
- Assist
the HR manager to ensure that all new hires are enrolled on the authorised
medical scheme. - Support
the HR manager in organising the Organisation’s Team Building Seminars. - Ensure
that MUWRP staff work under safe working environment by implementing the
MUWRP safety policy. - Attend
departmental meetings - The
incumbent will propose and organize staff into meaningful schemes that
enhance their welfare
Performance Management and HR Policy implementation:
- Under
the guidance of the HR & Administration manager, follow up employee concerns,
complaints, and coordinate internal investigations and disciplinary
meetings to resolve grievances. - Under
the guidance of the HR & Administration manager, provide counselling
to individual staff as and when they are faced with issues that affect
their performances at work. - Send
out reminders and sets out staff appraisal timelines and ensures that recommendations
from appraisals are followed up and implemented to achieve desired goals. - Effective
implementation of the HR & Procedures Manual
Other responsibilities:
- Actively
participate in organising international and local meetings, trainings and
workshops. - Support
the front desk and the Admin/ Operations Officer for smooth administrative
operations - Perform
any other duties as delegated to by the supervisor.
Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the HR Officer job
vacancy must hold a Bachelor’s Degree
in Human Resource Management, Administration/office management
studies or related field from a recognized University. - Possession
of a Post Graduate Diploma in Human Resource Management from a recognized
institution is highly desirable for this position. - A
minimum of three years’ experience working in a busy Human Resource
Setting. - Broad
knowledge and understanding of the Uganda Labour Laws. - Previous
exposure and experience in a donor-funded organization is an added
advantage - Good
computer knowledge, including but not limited to Ms. Word, Ms. Excel,
E-mail and Internet. - Highly
organized, detail oriented and self-motivated. - Familiarity
with standard electronic office machines (phones, copier, fax etc) - Integrity and confidentiality are a must
have. - Excellent organizational skills
- Proven ability to understand people
- Empathy
- Excellent communication skills
- Ability to multitask
- Team work
