Science to Strengthen and Improve Systems (ASSIST) Project
Coordinator
improving the quality of health care, social services, and health education
worldwide. With a non-profit affiliate, the Center for Human Services (CHS),
URC manages projects in over 45 countries, including the United States.
Project is a five-year cooperative agreement (October 2012-September 2017)
awarded to University Research Co., LLC and is dedicated to improving health,
population and nutrition services through technical support to service delivery
institutions, country Ministries of Health, USAID country missions, and
cooperating agencies.
Prevention Advisor will provide overall leadership in HIV prevention activities
in the community for Lango and Acholi sub-regions with specific technical and
administrative support to the DREAMS portfolio for Gulu, Lira, Omoro and Oyam
districts.
Responsibilities:
- Support
development and timely submission of district level work plans and budgets
for all DREAMS and HIV prevention activities. - Conduct
regular activities to assess and build necessary competencies of community
officers, HIV prevention officers and peer facilitators leading
DREAMS work in the communities. - Oversee
the financial and administrative activities by DREAMS program staff in the
4 target Northern districts of Gulu, Lira, Omoro and Oyam as well
as the 2 HIV prevention officers. - Tasked
with reviewing and approving financial and administrative requests
and accountabilities. - Carry
out periodic performance appraisals for DREAMS and HIV prevention Officers
- Ensure
timely writing and submission of quality and accurate reports
quarterly, monthly and at all other requested times for DREAMS and HIV
prevention specific activities. - Review
and improve technical strategies employed by the community and HIV
prevention officers supporting all the technical areas related to
DREAMS and HIV prevention to ensure the USAID ASSIST work plan is adhered
to and implemented with measurable success. - Engage
district staff to increase awareness on DREAMS activities and lobby for
support. - Work
in close collaboration with the DREAMS data team ensure that data
collected is accurate and valid. - Work
closely with the M&E team to ensure that all HIV prevention data is
correct and accurate - Support,
oversee and implement coaching and mentoring at sites for DREAMS
and HIV prevention activities following established workplans. - Coordinate
with the district teams to develop, manage and implement work plans. - Formulate
strategies to ensure condom distribution, accessibility and acceptability
to targeted beneficiaries through Acholi and Lango sub-regions. - Support
gender based violence (GBV) mainstreaming initiatives throughout Northern
Uganda. - Work
closely with the HIV prevention officers to build the capacity of health
workers and communities to provide post GBV care, referrals and
linkages to support structures. - Perform
any other duties as assigned by the supervisor and/or ASSIST/Chief of
Party.
Experience:
- The applicants for the USAID ASSIST HIV
Prevention Advisor job opportunity must hold a post-graduate degree
(preferred) in social sciences, sociology, community/public health, social
sector planning and management or other humanities. - At least five years’ work experience in
HIV prevention activities with experience gained through serving within a
government institution or NGO. - Previous exposure and experience with
engaging adolescents or young men and women including the
national/district level VHT structures. - Working knowledge or experience of
managing and supporting GBV care is an added advantage - Previous exposure and experience with the
Stepping Stones methodology is an added advantage - Previous experience in a similar
supervisor position is a plus - Excellent written and verbal communication
or interpersonal skills is a must. - Excellent analytical skills and ability to
support a cross section of village health teams and other community level
stakeholders. - Ability and willingness to travel within
districts in northern Uganda and spend a lot of time within communities. - Ability to work in a fast paced and
results oriented environment with minimal supervision.
