DFCU bank is a fast growing commercial bank offering a variety of
innovative products and services. DFCU Limited was started by the Commonwealth
Development Corporation (CDC) of the United Kingdom and the Government of
Uganda through the Uganda Development Corporation (UDC) under the name of
Development Finance Company of Uganda Limited. Later restructuring brought in
DEG (of Germany) and International Finance Corporation (IFC) as equal partners
with CDC and UDC, each having a 25% stake in the company. Its objective was to
support long-term development projects whose financing needs and risk did not
appeal to the then existing financial commercial lending institutions.
Job Summary: The Head of
Business Technology will support the Chief Information Officer in implementing
the Business Technology (BT) Strategy through effective planning, innovation
and use of technology to support deployment of automated business solutions and
alternative delivery channels that will enable the Bank achieve its strategic
objectives, while complying with internal controls and regulatory requirements.
The incumbent will provide strong leadership by ensuring smooth day to day
operations of all Business Technology services within the Bank, working closely
with contracted partners to provide and manage various IT solutions timely and
within budget.
Key Duties and
Responsibilities:  
  • Offer
    technical guidance and direction during the development,
    implementation and maintenance of IT projects / changes by ensuring high
    performance and availability of business applications in a timely,
    efficient and cost-effective manner in line with the Bank’s IT strategy.
  • Steer
    and motivate a highly technical team to partner with the business
    and use technology as a driver of change in delivering innovative products
    and appropriate automated solutions that exceed customer expectations.
    Manage the performance of IT staff by ensuring they are appraised and
    assessed in accordance with agreed standards, procedures and within timelines.
  • The
    incumbent will coordinate the process of assessment of business needs,
    identification of right technology solution (the front ends / peripherals
    / middleware & back ends etc.), implementation thereof and
    measure the performance vs. set objectives.
  • Continuously
    conduct process improvement and automation as well as promote a culture of
    innovation amongst the team.
  • Ensure
    that all mission critical applications are available to support the
    Bank’s Business and that the service meets the business requirements as
    per agreed SLA.
  • Take
    responsibility for technology risk management. In liaison with the risk
    management department, identify key risks within IT and implement
    appropriate control measures to mitigate them. Implement improved
    IT governance, risk management, controls and compliance requirements that
    continuously improve the department’s risk profile.
  • Plan
    and coordinate the implementation of strategic IT projects by working in
    close collaboration with the other business units, the project
    teams, and third party vendors to ensure that IT solutions are implemented
    on time and within budget.
  • Develop
    and implement a robust IT Service Continuity/Disaster Recovery Plan for
    all critical IT services and ensure that it is tested regularly.
  • Assist
    the CIO in developing and implementing appropriate IT policies, procedures
    and guidelines like SLA management, IT Security, Change management,
    Configuration management that support the Bank’s operations and
    enforce efficient use of IT resources. Ensure regular communication of
    policies and procedures to foster effective and efficient use of IT
    services across the Bank.
  • The
    jobholder will manage the acquisition and implementation of new hardware
    and software by ensuring that all IT procurement is undertaken in
    accordance with the procurement policies and procedures through liaisons
    with the Procurement department.
Qualifications, Skills and
Experience:
  • The applicant for the DFCU Head of
    Business Technology career opportunity should hold a Bachelor’s degree in ICT, Statistics,
    IT, Business Computing or other relevant degree. A Master’s degree
    in a relevant field will be an added advantage.
  • Professional
    certification in a relevant technologies and IT management processes such
    as Cisco, Microsoft, Oracle, CISA, CISSP, PMP, and ITIL will be an
    added advantage.
  • A
    minimum of five years’ experience in a senior IT Management position.
  • Strong
    background and knowledge of IT and Banking operations will be an added
    advantage.
  • Broad
    knowledge and Hands-on experience in designing and deployment of IT
    hardware and Infrastructure projects as well as development,
    implementation and maintenance of Software and Business Applications in
    busy commercial environments.
  • Demonstrated
    ability to lead BT / IT teams through big Information Technology changes
    e.g. Core Banking transformations.
