together in more than 90 countries committed to ridding the world of poverty
and injustice. To achieve this, we support local projects in developing countries,
we lobby governments and companies to take into account the interests of the
poorest people and we campaign to involve citizens in our work. We implement
our programs by working with local NGO partners and civil society organizations
and engaging with private sector and governments. Oxfam employs over 6,000
people worldwide in more than 90 countries. In Uganda, our program is anchored
on three broad themes deliberately focused on Women’s Rights: Resilient
Livelihoods, Governance and Accountability and Humanitarian Preparedness and
Response.
& Accountability Thematic Manager will take lead in enabling vulnerable
women, youth and men to have increased space for and a role in participating
and contributing meaningfully to decision making in development processes and
holding Government, private sector, CSO’s to account. The theme seeks to
address corruption and misappropriation of public resources including those
from extractives and national revenue. The theme challenges the trends on
inequality through advocacy, campaigns, research and other techniques available
as well as resource mobilisation at levels and links to Oxfam and partner’s
global campaigns such as tax justice and Even it Up. The incumbent will lead
the development and implementation of Oxfam in Uganda’s governance &
Accountability plans and initiatives. Some of the key areas of interest under
this theme include financing for development, extractives and other natural
resources governance, citizen voices on development issues, and CSO space and
tax justice. The thematic manager works hand in hand with other thematic
managers to contribute to the Oxfam One program in country as well as the
global program change goals.
Responsibilities:
- Significantly contributes to the strategic
development and management of the country program. - Provides thought leadership and leads
organised researches and analyses relating to the Governance and
Accountability theme to develop a comprehensive understanding of its contribution
to poverty and Inequality in the country - Actively contributes to the overall Oxfam
program learning, reviews and such other knowledge management processes
around the Governance and Accountability theme. - As a member of the Oxfam Active citizenship
knowledge hub maintains contact with and in some cases co-leads global
learning agendas across the Oxfam confederations on issues relevant to the
active citizenship. - Works in close coordination with other
thematic managers and programme team members and identifies and encourages
synergies within and across programmes to achieve an integrated approach
that supports the overall Country Strategy as far as practical - Builds and fosters national &
international alliances and networks relating to Governance & Accountability
internally and externally to encourage a joint accountability approach for
achieving objectives, enhance sharing, programme learning and
collaboration among relevant organizations and individuals - Effectively manages allocated budgets and
assigned projects and projects officers and prepares high quality and
timely reports in compliance with donor grant and Oxfam requirements, - Supports Oxfam partnership selection and
management processes through appropriate standards and approaches and
builds partners’ and stakeholders’ capacity to achieve partner led
approaches for sustainable change in the delivery of Governance &
Accountability work - Actively participates in fundraising
activities, through writing proposals, concept notes and other necessary activities
to secure funding for programme objectives
Experience:
- The ideal candidate must hold an advanced
degree in Development Studies, Social Science, Public Policy or other related
discipline from a recognised university; - A minimum of five years of leadership
experience preferably within a large development, campaigning or
humanitarian organization; - Extensive knowledge and experience of
implementing Governance And Accountability programs and initiatives, - Broad knowledge and understanding of
Uganda’s public policy processes including development financing,
budgeting and citizen engagement, experience and knowledge of programme
development and delivery approaches - Project Cycle Management (PCM) principles,
tools, working with donors & partnerships, financial and people
management skills - Excellent knowledge of the political
economy of Uganda and regional dynamics - Previous experience in developing advocacy
and campaign strategies and plans and successfully achieving external
impact and change, understanding of gender and its dynamics.
