About US:
Following the signing of the Lusaka Ceasefire Agreement in July 1999
between the Democratic Republic of the Congo (DRC) and five regional States
(Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security
Council established the United Nations Organization Mission in the Democratic
Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999,
initially to plan for the observation of the ceasefire and disengagement of
forces and maintain liaison with all parties to the Ceasefire Agreement. Later
in a series of resolutions, the Council expanded the mandate of MONUC to the
supervision of the implementation of the Ceasefire Agreement and assigned multiple
related additional tasks.
Key Duties and Responsibilities:
Within delegated authority, the Associate Transport Officer will carry out
the following duties:
  • Serve
    as regional coordinator for the Transport Unit is responsible for
    supporting the Mission Sector Transport Officers. This includes the
    provision of procedural guidance with regard to policy and best practices,
    the facilitation of support/ supply requests, the reinforcement of
    employee development and appraisal;
  • Actively
    participate in the development and implementation of the Vehicle
    Establishment program in accordance with the decisions of the mission
    Vehicle Establishment Committee and the current Department of
    Peacekeeping Operations/ Department of Field Support policies and
    directives on the acquisition, receipt, distribution, maintenance,
    utilization and disposal of the surface transport fleet;
  • Take
    part in the development of and implementation of the mission
    Vehicle Acquisition Plan, the Mission Vehicle Maintenance plan and the
    Mission Vehicle Recovery Plan in order to ensure that a field mission
    fleet is optimized to meet operational requirements;
  • Participate
    in the development of and implementation of Active Road Accident
    Prevention and Road Safety Programs for a field mission;
  • Routinely
    participate in the development and implementation of a cost –effective
    plan for the surface transport resupply within regions/sectors in a field
    mission, determining the appropriate means if transport including
    outsourcing activities;
  • Participates
    in the development and implementation of standard operating
    procedures for surface transport regional operations in the field mission;
  • Supervises
    transport offices and ensures efficient inventory control and accurate
    physical annual checks of vehicles and equipment. Liaises with
    other UN units/ sections, non-government and government organizations and
    intergovernmental agencies on surface transport matters;
  • Participate
    in the development and implementation of standard operating procedures for
    surface transport regional operations in a field mission;
  • Determine
    in consultation with supervisor, technical specification for goods and
    services, reviews responses to bids and conduct technical evaluation to
    ensure that vendors ‘s propels meet technical requirements;
  • Assists
    the Regional Transport Officers (RTOs) in coordinating the requisition
    process with purchasing authorities;
  • Oversee
    contracts for the provision of goods and services and evaluate vendor’s
    performance in coordination with the Contracts Management Unit
    and/or Procurement Section;
  • Participate
    in monitoring quality control/quality assurance procedures ensuring they
    are implemented and plans as well as work process comply with the
    established regulatory regime;
  • Ensures
    that UN vehicles are used in accordance with UN regulations and
    rules that vehicle usage data is correctly recorded, Ensures the accuracy
    and validity of data recorded in the management information systems.
  • Participate
    in various field missions administrative bodies such as the Local
    Committee on Contracts, the Vehicle Establishment Committee , the Tender
    Committee , the Local Property Survey Board, the Advisory Committee on
    Traffics Safety and Board of Inquiry, as appropriate;
  • Participate
    in collaboration with insurance specialists in resolving problems
    related to insurance policies for surface transport;
  • Participate
    in the development of the Transport Units /Section’s staffing Table.
  • Coordinate
    the Unit’s annual budget proposal, annual work plans and performance
    assessments;
  • Supervises
    personnel under area of responsibility and evaluates staff performance.
    Ensures compliance with UN policies on the workplace safety and
    environmental protection.
  • Assist
    in the development and implementation of the Transport section’s training
    Plan, coordinate with UNHQ training courses, workshops and other related
    training activities.
  • Perform
    any other function other related duties are required by the Chief
    Transport Officer or the Officer-in-Charge.
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    Organization Stabilization Mission in the Democratic Republic of the Congo
    (MONUSCO Associate Transport Officer job should hold an advanced University degree (Masters)
    in Business Administration, Transport Management, Logistics, or Mechanical
    Engineering is required. A first level University Degree (Bachelor)
    with relevant combination of education, professional training,
    certification in transport operations or logistics, and two (2) additional
    years of work experience in transportation related occupation, may be
    accepted in lieu of the University degree.
  • High
    school diploma or equivalent is required.
  • Additional
    study or training in Operations, and Logistics Management is desirable.
  • A minimum of two years of progressively responsible experience in Transport
    Operations, Movement Control, multi-modal transportation, Logistics
    Management or a related field is required.
  • A
    combination of professional training certification and experience
    in transport operations management/administration in a supervisory
    position, in the international environment is considered an advantage.
  • Previous
    exposure and experience with the United Nations or an International
    organization is highly desirable.
  • Hold a valid national driving license is
    required
  • Languages: Fluency in oral and written English
    is required. Knowledge of another official United Nations language is
    an advantage.
