Ministry of Health’s (MOH) medicines policy objective of improving the health
status of the Ugandan population by increasing the availability, accessibility,
affordability and appropriate use of essential medicines and health supplies
(EMHS), including reproductive, maternal, neonatal and child health (RMNCH)
commodities. UHSC supports the Quantification and Procurement Planning Unit
(QPPU) that is part of the Pharmacy Department of the MoH which aims to ensure
optimum use of GoU and donor financing for pharmaceutical products by providing
a single centralized system in the MOH for projecting and quantifying national
requirements for EHMS; and coordinating contributors’ supply planning and
ensuring appropriate products in adequate quantities are supplied on a timely
basis.
and Evaluation Associate for the Uganda Health Supply Chain (UHSC) Program, a
secondment to the National Tuberculosis and Leprosy Programme (NTLP) has
primary reporting responsibility to the Program Manager –NTLP and secondary
reporting responsibility to the Senior Technical Officer for Programmatic
activities.He/she supports the NTLP in maintaining TB SPARS (Supervision
Performance Assessment and Recognition Strategy) data and current logistics
management information system and reporting requirements, timely data entry,
data quality, completeness and supply chain effectiveness to enable the
programme make informed decisions related to supply chain management. This
technical assistance is especially aimed at supporting NTLP in their facility
supervision data management and analysis of facility bimonthly order and report
data, assisting them in planning and monitoring.
Responsibilities:
- Maintain a database for all TB SPARS data
and ensure timely data entry of all supervision data - Keenly analyze TB SPARS data in a timely
manner and provide technical assistance to the NTLP to strengthen data
utilization. - Support implementers of TB SPARS in the
interpretation of TB indicators and accurate filling of supervision tools - Provide support in conducting periodic
quality audits for data at regional and district level to ensure that
there is, standardization, timeliness, completeness and accuracy for data
entry from facilities. - Periodically present performance dash
boards of all TB SPARS districts to NTLP management and key stakeholders
(TWOS):
- Support the coordination of the reporting
and ordering for TB medicines in a timely manner and the follow up of
non-reporting facilities. - At the end of every cycle, retrieve,
analyze and provide information on reporting rates, consumption data and
patient statistics from the TB medicines web-based ordering and reporting
system (TWOS) and any non-web-based orders submitted to the warehouse for
bimonthly reporting - Carry out routine monitoring of system
uptime and maintenance of a daily system uptime log - Conduct logistics trainings in use of TWOS
and provide technical support to system users - Collect, analyze and present relevant
logistics data to inform forecasting and quantification of TB medicines - Review TWOS logistics data and identify
facility based logistic gaps for periodic Facility Data Quality
Assessments - Prepare periodic M&E reports for
presentation in Medicines and Pharmaceuticals Management Technical Working
Group, Regional Quarterly Pharmaceutical meetings and inform overall
program planning and decision making. - Work in close collaboration with the
Resource Centre, support update and maintenance of the MoH health facility
inventory and periodic update of TB accredited facilities - Prepare periodical performance reports as
required by NTLP and UHSC - Any other duties that may be assigned from
time to time as need arises.
Experience:
- The ideal candidate for the Management

should hold a Bachelor’s degree in Statistics or ICT - A minimum of two years of related work
experience - Excellent analytical skills with good
reporting and presentation skills - Proven ability to collaborate with other
stakeholders in developing creative and strategic solutions to achieve

changing priorities and shifting deadlines. - Demonstrated strong organizational,
administrative, communications and reporting skills. - Strong teamwork and team-building skills
- Strong English skills required, including
ability to write lucid technical reports and documents. - Demonstrated computer skills, including
knowledge of Windows, Microsoft Word, Excel and Power Point. - Knowledge in Statistical packages: STATA,
SPSS, Ms. Excel
