About Global Pulse:
Global Pulse is an innovation initiative of the United Nations
Secretary-General on Big Data. Its vision is a future in which big data is
harnessed safely and responsibly as a public good. Its mission is to accelerate
discovery, development and scaled adoption of big data innovation for
sustainable development and humanitarian action. Global Pulse is building a
catalytic network of in-country innovation centers, which will test new tools,
data and analysis, share what lessons with the global community, mainstream
successful approaches for real-time impact monitoring into policymaking. The
first Lab has been established in New York (Pulse Lab New York) followed by
Jakarta, Indonesia and Kampala, Uganda. Pulse Lab Kampala is an inter-agency
initiative of the United Nations under the leadership of the UN Resident
Coordinator in Uganda. The first of its kind in Africa, it brings together
researchers from Government, the UN, non-governmental organizations and private
sector to explore the utility of new sources of digital “Big Data” (such as social
media, mobile data, online information) and real-time analysis techniques for
sustainable development and humanitarian assistance.
Key Duties and
Responsibilities:  
Coordination of activities for the development of experimental
technical prototypes to tap into Big Data sources in support of SDG
localization:
  • Coordinates the work in the Lab to design
    and develop innovative technical prototypes;
  • Coordinates the implementation of
    activities to facilitate analysis of different data sources with  prototypes;
  • Supports the definition and progressive
    adaptation of workplans (including benchmarks, milestones and timelines)
    for the project team to achieve the development of new prototypes;
  • Identify technology partners and explores
    ways of collaboration for the development of prototypes;
  • Support the overall delivery of quality
    project outputs identifying needs and challenges in the development of
    prototypes;
  • Regularly monitors and identify risks
    related to the development prototypes and proposes ways to address them.
Coordinate activities for the application of experimental technical
prototypes to achieve SDG localization:
  • The jobholder coordinates piloting the use
    of the new prototypes developed at the Lab;
  • Coordinate testing of solutions and
    processes with development and humanitarian partners to strengthen, adapt
    and improve the use of prototypes;
  • Coordinate process in the Lab to streaming
    data analysis results from different Big Data sources;
  • Coordinate the implementation of
    brainstorming sessions and validation workshos with partners for the use
    of the technical prototypes;
  • Ensure that all innovation projects apply
    UN Global Pulse Data privacy and security principles;
  • Proactively scout for new innovative ideas
    and opportunities for the application of prototypes;
  • Monitors and identify risks related to the
    use of prototypes and proposes ways to address them.
Documenting and knowledge sharing:
  • Significantly contribute to the production
    of concept notes, project reports, and other high quality documents on
    innovation projects and activities conducted by the Lab;
  • Support the documentation of the technical
    process undertaken to build the new prototypes;
  • Captures lessons learnt on the use of
    prototypes;
  • Coordinate the implementation of knowledge
    sharing events co-hosted by the Lab, including innovation challenges, data
    dialogues and knowledge exchange programmes;
  • The jobholder will document tested
    innovation projects and processes and ensure effective sharing and
    generation of knowledge around innovation throughout the Pulse Lab Network
Qualifications, Skills and
Experience:
  • The ideal applicant for the United Nations
    UNDP Data Innovations Officerjob placement should hold a Master’s degree
    in Economics, International Development, Computer Science, Software
    Engineering or related field.
  • International certification on project
    management
  • At least ten years of professional
    experience as project officer.
  • Previous experience managing the
    development of technology products.
  • Prior exposure and experience working on
    development of innovation products.
  • Experience working with private sector.
