General Medical Services; also providing Health Systems Strengthening to scale
up comprehensive HIV/AIDS Services in 16 districts of Central Uganda.
Job Summary: The Care and
Treatment Specialist will offer technical and programmatic oversight and
direction in Clinical Systems Strengthening at district and facility levels
including strategic planning and health care delivery for HIV prevention care
and treatment through enhanced Institutional capacity and accountability for
the HIV response
Key Duties and
Responsibilities:  
  • Take lead in the implementation of the HSS
    Strategy for a seamless link between service delivery interventions and
    the National HIV strategy for accelerated epidemic control
  • Performance Management: Develop
    mechanisms to effectively track and monitor programme results, Staff
    Performance and project efficiencies so as to respond to the project
    reporting needs and facilitate continuous programme improvement
  • Capacity Building: Work in
    liaison with the capacity building specialist Lead the design of the
    project’s capacity building strategy to ensure sustainable health systems
  • Quality Improvement: Oversee
    the integration of continuous quality improvement practices into the
    activities of District teams and facilities so as to promote utilisation
    of data and QI methodology to improve the quality of care and treatment
    services at supported facilities.
  • Advocacy and Partnership Management:
    Identify, develop and manage relationships with key partners/stakeholders
    in order to strengthen collaboration, advocacy, build synergy and leverage
    external resources
  • Research: Working with the
    research team lead on the development of research concepts, publication of
    articles in peer reviewed journals and abstracts for conference
    presentation and facilitate uptake of research findings and documentation
    of best practices for implementation of evidence based Prevention, Care
    and Treatment interventions.
Qualifications, Skills and
Experience: 
  • The ideal candidate for this vacancy must
    hold an MBChB, plus Masters degree in a health related field
  • Must be registered with the relevant
    professional body/council
  • At least five years of progressively
    increasing responsibility in managing comprehensive and complex technical
    assistance in HIV or other health programmes
  • Five years’ experience in clinical work
    with emphasis on HIV management
  • Demonstrable experience managing similar
    projects involving management of multi-million dollar budgets/portfolios
  • Proven record of aligning diverse
    multi-level teams with project mission and vision
  • Technical proficiency in HIV/Infectious
    Diseases program design, implementation, and M&E.
  • Demonstrated subject matter expertise in
    HIV management, TB management, Health Service delivery and Health Systems
    Strengthening
  • Dynamic systems thinking, high taste for
    innovation, and continuous quality improvement
  • Wide experience in coordinating with
    multiple programs and partner institutions.
  • Strong leadership, analytical and
    organizational skills.
  • Demonstrable leadership skills in working
    collaboratively with donors, host country institutions and other
    development partners
