About Project:
As part of a 10-year vision, TechnoServe in partnership with Nestle
Nespresso aims to re-build the coffee Industry in South Sudan. The opportunity
for coffee to have a positive impact is significant as coffee could be South
Sudan’s first major formal agricultural export and potentially contribute to
diversifying its economic base.
Job Summary: The accountant
will manage all accounting functions for the South Sudan Coffee Initiative
project. The incumbent will work closely with respective project and country
management team. The Accountant will be responsible for financial planning and
oversight, budget analysis, accurate financial reporting and analysis, tax
filings and ensuring compliance with organization and donor fund regulations.
Key Duties and
Responsibilities:  
  • Ensure that all processes adhere to TNS
    policies and Donor Fund regulations
  • Ensure timely processing of staff/vendors
    invoices and payments
  • Keenly review supplier invoices for
    accuracy and relevance before making payments. Resolve supplier issues and
    make payments in a timely manner
  • Code payments to appropriate Funds
    according to established allocation basis
  • Capture payments/transactions in the
    financial system
  • Prepare bank reconciliations, petty cash
    reconciliations and other Balance sheet reconciliations at the end of every
    month or periodically as required
  • Manage staff travel advances
  • Payroll management – Ensure payroll is
    prepared correctly incorporating all payroll changes and correct
    calculation of statutory deductions. Ensure that remittances to relevant
    authorities are done before set deadlines.
  • Prepare statutory returns including PAYE,
    NSSF and VAT
  • Timesheets management – conduct
    preliminary reviews of time portal entries to ensure all timesheets are in
    and that they are free of general errors before a final review by program
    managers.
  • Work in liaison with HR to ensure time
    portal Vacation entries reconcile with physical records and analysis
    maintained by HR.
  • Close the month within the stipulated
    deadlines
  • Prepare cash flow forecasts and request
    for cash from HQ on a periodic basis
  • Fixed Assets management – periodic
    reviews, updates and physical confirmations of the fixed assets register
  • Work closely with procurement, operations
    and Field teams to ensure donor regulations are adhered to in procurement
    and project implementation
  • Maintain accounting records in an orderly
    manner for future Audit purposes
  • Share periodic spend reports with the
    country Director for financial decision-making
  • Mentor, train and support non-finance
    project staff
  • Coordinate and participate in periodical
    internal and external audits and follow up on all issues raised
  • Maintain high levels of confidentiality in
    relation to sensitive and
    confidential financial information and decisions
  • Perform any other responsibilities as
    assigned by the supervisor
Qualifications, Skills and
Experience: 
  • The applicant must hold a Bachelor’s
    Degree in Accounting/Finance or related field and a professional
    qualification of CPA or ACCA at least at final level
  • A minimum of three years’ experience in
    Finance preferably in the NGO sector
  • Computer literacy: Demonstrates
    knowledge and ability to use specific computer programs or applications
    for own functional area. Has the ability to improve performance by
    integrating new and existing technology into the workplace.
  • Financial & Resource Management:
    The ability to estimate, justify, and manage appropriate funding levels to
    support goal accomplishment. Managing Resources is about understanding
    human, financial, and operational resource issues to make decisions aimed
    at building and planning efficient project workflows, and at improving
    overall organizational performance.
  • Internal Client Focus: Client
    Focus is based on the ability to understand the client’s needs and
    concerns in the short to long-term and to provide sound recommendations
    and/or solutions.
  • Compliance & Governance:
    Compliance with and knowledge of company policies, applicable legislation,
    grant requirements, donor contracts, the local labor code and tax laws.
