Science to Strengthen and Improve Systems (ASSIST) Project
Advisor
improving the quality of health care, social services, and health education
worldwide. With a non-profit affiliate, the Center for Human Services (CHS),
URC manages projects in over 45 countries, including the United States.
Project is a five-year cooperative agreement (October 2012-September 2017) awarded
to University Research Co., LLC and is dedicated to improving health,
population and nutrition services through technical support to service delivery
institutions, country Ministries of Health, USAID country missions, and
cooperating agencies.
Prevention Assistant will implement and coordinate the DREAMS (Determined,
Resilient, Empowered, AIDS-Free, Mentored, and Safe) interventions at the
community level with a focus on empowering girls and young women, mobilizing
communities, and strengthening families through the following specific
activities: HIV testing and counseling, addressing post-violence care,
increasing contraceptive mix, supporting uptake of male circumcision among
partners and combining socio-economic approaches to support livelihoods for
DREAMS beneficiaries.
Responsibilities:
- Manage
the implementation of community related DREAMS activities at the
community level with necessary linkages to the district and health
facilities. - Routinely
assess and develop the technical capacity of district and site level VHT
focal persons and VHT members and other resourceful persons in
DREAMS activities and interventions. - Carry
out onsite quality improvement coaching for DREAMS peer facilitators and
develop a pool of coaches. - Review
and improve the district specific DREAMS implementation strategies to
ensure that work plans follow strict timelines and all activities
are accomplished. - Takes
part in the development and implementation of a spread plan to ensure
learning from pilot communities is implemented at greater coverage
through additional communities. - Integrate
DREAMS into existing community dialogue sessions as directed by the
HIV Prevention Advisor. - Organise
trainings, meetings, and learning sessions and participate in the
development and dissemination of DREAMS materials to girls, young
women and their partners.
- Actively
engage with community implementing partners who work with girls, young
women and their male partners to ensure strong coordination and
collaboration. - Regularly
update the district authorities on DREAMS implementation progress
and make - recommendations to facilitate
institutionalisation of good practices through appropriate fora. - Organise
and participate in coordination meetings at regional and district level to
ensure collaboration with partners and implementation efficiency.
- Prepare
and submit timely work plans and budgets for project activities according
to the USAID ASSIST timelines. - Ensure
timely writing and submission of quality and accurate reports on quarterly
and monthly basis at all other requested times. - Work
in close collaboration with the data team, ensure that DREAMS tracker is
updated regularly and based on reliable, correct and complete
information.
Experience:
- The applicants for the USAID ASSIST
Community Prevention Assistants job opportunity must hold a post-graduate
(desirable) or graduate (minimum) degree in social sciences, sociology,
community/public health, social sector planning and management or other
humanities. - At least three years’ experience in HIV
prevention activities at community level with experience gained through
serving within a government institution or NGO. - Previous experience with engaging
adolescents or young men and women including the national/district level
VHT structures. - Excellent written and verbal communication
or interpersonal skills is a must. - Excellent analytical skills and ability to
support a cross section of village health teams and other community level
stakeholders. - Ability and willingness to travel within
districts in northern Uganda and spend a lot of time within communities. - Ability to work in a fast paced and
results oriented environment with minimal supervision.
