Office for Project Services (UNOPS) to support the Uganda Sanitation Fund (USF)
Programme. The USF overall objective is to contribute to the reduction of
morbidity and mortality rates through improved sanitation and hygiene
facilities, stopping open defecation and promoting handwashing with soap. The
project has been implemented in 30 districts and is expanding to eight more
districts, in the sub regions of Teso, Lango, West Nile and South Western
Uganda. The project is managed by the Ministry of Health (MoH) as the Executing
Agency and implemented by the District Local Governments as Sub Grantees.
Assistant shall provide technical support to the management of the U,SF
Programme.
Responsibilities:
- Support the Project Manager and the
Technical Advisor in the implementation of the USF Project in area of
jurisdiction. - Actively participate in the review of
sub-grantee proposals and preparation of shortlist for funding. - Take part in detailed needs assessment and
identification missions in each of the target districts to take the lead
in the preparation of summary reports detailing findings and
recommendations - The incumbent will facilitate Sub-grantees
in the preparation of detailed work plans and to participate in the
preparation an overall annual work plan. - Carry out capacity building of
sub-grantees to meet the skill requirements for Project implementation and
management. - Work closely with the project and
Environmental Health Division (EHD) technical staff to conduct regular
Project support activities, monitoring and appraisal visits at district
level. - Participate in the review of Sub-grantee
reports and requests for funds submitted by Sub-grantees and prepare
instructions for the Programme Manager to authorize disbursement. - Regularly monitor Programme implementation
by Sub-grantees. - Prepare draft progress reports as directed
by the Programme Manager. - Carry out any other duties as assigned by
the Programme Manager.
Experience:
- The ideal candidate should preferably hold
a Bachelors’ degree in environmental health sciences, engineering, social
sciences, project planning and management or other relevant fields. A master’s
degree or post graduate training in any of the.above fields will be an
added advantage. - A minimum of six years’ experience in
sanitation and hygiene promotion. - The applicant must be an experienced
individual with sound understanding of project cycle management and
planning frameworks, including the development of logical frameworks and
indicators. - Working knowledge and experience of local
government systems and planning processes. - Previous exposure and experience in the
development of work plans and budgets with a variety of types of partners
(e.g. MoH, local Governments and NGOs) backed by evidence/clear examples. - Age: Between 30 to 50 years
