About URC SUSTAIN Project:
University Research Co., LLC (URC) is implementing the USAID-funded
Strengthening Uganda’s Systems for Treating AIDS Nationally (SUSTAIN) project.
The project supports delivery of quality HIV prevention, treatment, care and
laboratory services at selected regional referral and general hospitals.
Job Summary: The Human
Resources Officer is tasked with implementing the project’s human resource
management initiatives for 695 health workers supported by PEPFAR seconded to
government and PNFP health care facilities in USAID supported districts in
Uganda. S/he will be responsible for providing technical assistance to the
districts to manage the PEPFAR supported health workers and transition them to
the GOU pay scheme. He/she will be responsible ensuring that all aspects of HR
management are conducted in compliance with USAID and URC regulations.
Key Duties and Responsibilities:  
  • Support the districts, hospitals and PNFP
    organizations in completion of health worker contracting processes
  • Act as the primary contact of the project
    to the districts to ensure appropriate and timely support is provided as
    needed
  • Plan and organize district and regional
    meetings as needed
  • Work regularly with the districts to
    advocate and facilitate the absorption of the seconded staff positions
    onto the GOU pay scheme
  • Maintain and regularly update the health
    worker database for all PEPFAR seconded staff
  • Support districts and MOH to conduct
    recruitments & facilitate orientation for the new staff
  • Conduct support supervision visits in
    collaboration with the district and PNFP management
  • Manage the reporting of labor time and
    ensuring timely submission of electronic and paper timesheets, as well as
    the appropriate tracking and recoding of leave
  • Support the districts’ health worker
    performance management efforts ensuring that performance evaluation and
    appraisals are completed in line with expectations
  • Establish and maintain personnel paper and
    electronic files for the projects’ record. Keep files in an organized,
    orderly manner for ease of retrieval
  • Manage the implementation of the health
    worker management guidance issued by the USAID/SUSTAIN project to the
    supported districts and facilities
  • Ensure adherence to the Uganda labor laws
    and practices
Qualifications, Skills and
Experience:
  • The applicants for the USAID SUSTAIN Human
    Resources Officer job placement must hold a Bachelor’s degree in Human
    resources, Organizational psychology or another relevant field
  • At least five to seven years’ experience
    in public health and development with a focus on Human Resources and Human
    Resources for Health activities.
  • Proven ability to work in teams desired
  • Ability to multi-task in a high-paced
    environment desired
  • Excellent interpersonal and written
    communication skills, particularly as related to report development
    desired
  • Computer literacy i.e. proficiency with MS
    Office Suite, with excellent MS Word and Excel skills desired
