About US:
The Ministry of Lands Housing and Urban Development (MoLHUD) has
received funding from the World Bank to implement Albertine Region Sustainable
Development Project (ARSDP)-Component 2- Local Access, Planning and
Development. This Project Component will finance physical planning and
infrastructure development in Hoima District, Buliisa District and Buliisa Town
Council. The infrastructure includes roads, markets, fish landing sites,
storage facilities, and slaughterhouses. The aforementioned activities have
Environmental and Social aspects that will require management in line with the
relevant environmental policies, laws, regulations and guidelines of the
Republic of Uganda and the World Bank. 
As the lead implementing agency, MoLHUD is obliged to ensure where
necessary that; (I) A comprehensive Environmental and Social Impact Assessment
(ESIA/ Project Brief); (II) Environmental and Social Management Plan (ESMP) and
(III) Resettlement Action Plans (RAPs) are developed, implemented, monitored
and reported appropriately.  The Project
Support Team (PST) formed under another World Bank Funded Project of Uganda
Support to Municipal Infrastructure Development (USMID) in MoLHUD spearheads
the project implementation.
Job Summary: The
Environmental Specialist will provide technical Support to MLHUD to undertake
the Environmental and Social (E&S) Management and Safeguard aspects in
accordance with the World Bank Safeguard Policies and National Laws,
Regulations and Guidelines associated with planned infrastructure under Local
access and physical development planning component of ARSDP.
Key Duties and
Responsibilities:  
  • Work closely with the PST to implement the
    ARSDP Environmental and social Framework Policies and World Bank
    environment guidelines
  • Assess, evaluate progress and provide
    technical guidance to ARSDP coordination team for all on-going and planned
    consultancies/activities focusing on E&S management issues in
    accordance with the World Bank Safeguard Policies and National
    Environmental requirements (policies, laws, regulations, and guidelines)
    and/or review all associated reports such as Inception Reports, ESIA,
    Environmental Audits, etc. The consultant shall also ensure that all
    comments raised by the World Bank are promptly addressed as and when they
    arise.
  • Work in liaison with NEMA, and other
    relevant central government/statutory agencies such as Ministry of Gender,
    Labour and Social Development (MoGLSD), Ministry of Water and Environment
    (MWE), National Forest Authority (NFA), Uganda Wildlife Authority (UWA),
    project districts/lower local governments and other partners to enhance
    compliance with all national environmental requirements, such as health
    and safety, water abstraction, construction materials acquisition (stone
    quarries, borrow pits), natural resources etc.
  • Supervise and monitor the formulation,
    development and periodic updates of the Contractors’ Environmental and
    Social Management Plans.
  • Regularly review the planning and
    procurement procedures to ensure that (i) the Environmental requirements
    are properly reflected and costed in contract documents, (ii)
    environmental safeguards milestones are included in the contractor’s
    certificates for payment, and (iii) conditions of approval on the NEMA
    certificate and other statutory approvals are well considered and advise
    Management accordingly.
  • Ensure that all the environmental issues
    relevant to the Works are identified, mitigation measures designed,
    implemented, monitored and reported.
  • Identify the legal and regulatory issues
    relevant to environmental safeguards and accordingly advise Contractors on
    the compliance requirements.
  • Prepare environmental information relevant
    to the MoLHUD core activities for sensitization of staff, project affected
    persons and other stakeholders.
  • Actively participate in site meetings to
    provide environmental inputs to guide implementation of infrastructure
    sub-projects.
  • Participate in preparation of Project
    Steering Committee (PSC), Project Technical Committee (PTC) and
    stakeholder progress review meetings.
  • Supervise implementation of Environmental
    Management Plans
  • Supervise and offer technical guidance in
    the preparation of ESIA for projects works, in addition to the preparation
    and/or review of Environmental management reports for the projects.
  • Keenly review and recommend for approval
    the contractors’ ESMPs.
  • Participate in educating the stakeholders
    and communities on the negative environmental impacts associated with
    infrastructure projects and related mitigation measures.
  • Review and advice on contractors’ proposal
    and plans for temporary works, camps site, quarries, murram borrow pits,
    roads diversions and water ways, asphalt plants etc. and make
    recommendations relating to their implementation.
  • Supervise works implementation to assess
    level of compliance with EIAs and best environmental practices (BEP) as
    contained in the ESMPs.
  • Prepare regular and ad hoc environmental
    reports for the action by MoLHUD and other stakeholders.
  • Disseminate good practices in
    environmental risk management in infrastructure projects.
  • Where necessary, identify the capacity
    gaps of MLHUD relevant to E&S team and facilitate capacity development
    (training) as appropriate
  • Performs such other related regular duties
    as may be assigned from time to time.
Qualifications, Skills and
Experience: 
  • The ideal candidate for the World Bank
    ARSDP Environmental Specialist career opportunity should hold a Bachelor
    of Science Degree in Environmental Management or Natural Resources/
    Biological Sciences or Civil Engineering with core specialization in
    Environmental and/or Natural Resources Management/Engineering or related
    field.
  • Possession of a Master’s degree in
    Environment Management or Environmental Engineering.
  • A minimum of six (6) years’ full-time
    relevant work experience in Environmental aspects including three (3)
    years with donor funded infrastructure development projects, with
    demonstrated understanding of World Bank Environmental and Social
    Safeguards policy requirements, including Occupational Health and Safety
    management guidelines.
  • Capacity building/ training in
    environmental aspects of infrastructure development will be an added
    advantage.
  • Previous exposure and experience in
    handling similar assignments in Uganda or in the African region is an
    added advantage, especially handling Environmental and Social Impact
    Assessment, Environmental Audits, Environmental Monitoring and Reporting.
  • Broad understanding and knowledge of
    Environmental Laws, Regulations and Guidelines (National Environment Act
    Cap.153, and the Regulations thereunder), applicable to infrastructure
    projects.
  • Operational project management –
    demonstrate basic knowledge and understanding of project management tools
    and methodologies and stakeholder communications.
  • Ability to work in a multicultural environment
    and in an inter-disciplinary team, having well developed interpersonal,
    communication, public relations and community mobilization skills.
  • Excellent analytical, reporting,
    organizational skills and working knowledge of key Computer Applications
    (MS-Word, MS-Excel, MS-Access, Including Internet Applications).
