STAR-E Project in Eastern Uganda. STAR-E is a five-year USAID-supported
District-based HIV/TB Project which on
the prevention, care, and treatment of HIV/TB in health facilities and
communities, headquartered in Mbale, with activities in Budaka, Bududa, Bukwo,
Busia, Butaleja, Kapchorwa, Mbale, Pallisa, Bulambuli, Kween, Kibuku and
Sironko districts.
is responsible for safeguarding the assets of Management Sciences for Health
and ultimately the donors against fraud, loss or misuse and to ensure proper
documentation and processing of the finances of the organization. The incumbent
is primarily responsible for, but not limited to, payments for activities and
operations, petty cash and activity advance reconciliations, and supporting the
Finance Unit Manager in carrying out the responsibilities of the accounting
department. The Accountant II is aware of and adheres to MSH’s procurement
integrity standards in all activities.
Responsibilities:
- Actively participates in preparation of
PEPFAR and Accrual Tracker reports; - Assist the Finance Unit Manager in
reviewing payment request, and ensure that payments are done promptly; - Prepare and process all Payment Vouchers,
General Journals and Deposit Vouchers, ensuring that the documents are
legal and authentic and that all relevant and adequate support
documentation is attached; - Ensure that all costs and travels have
adequate authorization and approval prior to payment remittance. Follow up
all discrepancies identified; - Upload payments to Mobile Money payment
system and ensures beneficiaries details are correct, real and active, and
beneficiaries are paid in time; - Ensure that financial documents are
properly filed and kept safely at all times; - Ensures that funds expended in the country
is done in accordance with “Generally Accepted Accounting Principles”, MSH
policy, donor regulations and requirements, Ugandan law, standard
operating procedures, and best business practices.; - Ensures the expeditious transfer and
disbursement of funds to sub grantees and sub contractors and financial
reporting of expenditures; - Actively participate in reviewing and
liquidating petty cash and promptly process replenishment; - Ensures that all payments for purchases of
goods and services are made according to MSH regulations, and that actions
are governed by the highest standards of personal and business conduct as
stipulated in the Procurement Policy Guidelines and Generally Accepted
Accounting Principles - Ensures that all advances are cleared /
collected on time. Ensure that every financial transaction is properly
approved by a budget-holder signatory, is properly documented, files are
complete and demonstrates evidence of compliance with MSH policy, donor
regulations, Ugandan law, and standard operating procedures. Prepare
advance analysis as required; - Offer support in the documentation
required for VAT claims and reports; - Assist with reconciliations; Banks and
vendors. - Significantly contribute to maintaining
teamwork, discipline sound work relationships and productivity - Perform other duties as may be assigned
from time-to-time
Experience:
- The ideal candidate for the Management
Sciences for Health (MSH) Accountant career placement should hold a Bachelor’s
degree in Business Administration or equivalent accounting qualifications; - A minimum of two to four years’ experience
in implementing accounting functions. - A strong accounting experience, and
experience in dealing with complex budgets, is an added advantage; - Capacity to deal with multi-tasks and be
able to adhere to tight deadlines, and excellent time management skills; - Demonstrated experience to provide
technical assistance to organization and participate in conducting
trainings. - Excellent oral and written communication
skills and fluency in English - Previous experience in maintaining
excellent communication with staff at project and Kampala offices,
Headquarters, as well as clients.
