Science to Strengthen and Improve Systems (ASSIST) Project

and Assistant Commissioner, Reproductive Health Division, MoH
improving the quality of health care, social services, and health education
worldwide. With a non-profit affiliate, the Center for Human Services (CHS),
URC manages projects in over 45 countries, including the United States.
Project is a five-year cooperative agreement (October 2012-September 2017)
awarded to University Research Co., LLC and is dedicated to improving health,
population and nutrition services through technical support to service delivery
institutions, country Ministries of Health, USAID country missions, and cooperating
agencies.
Reproductive Health to integrate quality improvement into the Reproductive
Health department and its services
Responsibilities:
- Offer strategic technical support to
integrate improvement science in RMNCAH programs with a focus on
reproductive health. - Support the department with the
development of capacity building programs, quality indicators, standards
and development of scores for current standards, and strengthen maternal
and perinatal death reviews and continuous improvement. - Offer technical support in the adaptation
of WHO quality of care initiatives and provide need based guidance for its
implementation. - Provide technical assistance in reviewing
mentoring guidelines and tools for maternal, newborn, child and adolescent
Health including supporting actual implementation and monitoring progress
in selected sites, including functional Maternal, Newborn, Child and
Adolescent HMIS data systems to monitor outputs - Help translate best practices and lessons
learned to inform policies and guidelines, and support the dissemination
of best practices to partners, districts and health facilities - Support the documentation and publication
of Ql implementation at the national and subnational levels, including
ensuring the knowledge management portal at the MoH is updated with Ql
content from Maternal, Newborn, Child and Adolescent,Health - Support the Reproductive Health Division
to implement the National Quality Improvement Strategy and Framework, and
other initiatives. - Provide regular updates to the division on
any new initiative or ongoing ones and provide short briefs to the
assistant commissioners for presentation to senior management - Any other task assigned by the Assistant
Commissioner Reproductive Health Division and the ASSIST Chief of Party.
Experience:
- The applicants for the USAID ASSIST
Quality Improvement Advisor -MNCH career placement must hold an MBChB and
Masters Degree in Obstetrics and Gynecology, Public Health, or other
similar degree. - At least eight years of progressive
experience working with the Ministry of Health or implementing national
level programs - RMNCAH technical content expertise,
including knowledge of updated evidence-based recommendations (e.g. WHO)
in the area of RMNCAH is required - Significant exposure and experience in
quality improvement implementation - Prior experience in development of
guidelines and policies is an added advantage - Has key linkages to the professional
bodies in maternal and child health - Excellent advocacy, communication,
analytical and report writing skills. - Ability to work in various settings –
policy, clinical and implementation settings - Strong time management and organizational
skills; demonstrated ability to work well independently and in teams. - Keen track record of being able to produce
work in a timely manner with flexibility when necessary to adapt to
changing work conditions. - Computer proficiency, including use of relevant
use of software and other applications e.g. word processing, spreadsheets,
internal databases, internet navigation etc. - Ability to travel about 50% of the time.
