About US:
The Ministry of Health (MoH) has received funds to support a five year
Cooperative Agreement (CoAg) with the United States of America Centers for
Disease Control and Prevention (CDC). The Cooperative Agreement will support
HIV prevention, care and treatment policy development, strategic information
and the current National Laboratory Strategic Plan. The MOH intends to use some
of the resources under this assistance to support several technical positions
in the AIDS Control Program (ACP), Central Public Health Laboratories (CPHL),
Resource Center, and National TB and Leprosy Program (NTLP) to execute the
function of policy formulation and monitoring implementation. The staff to be
recruited under this support will be contracted by the MOH under the support
received from CDC through the CoAg. The contracts are initially for one year
with a provision for annual renewal up to four years subject to availability of
funds and satisfactory performance of the staff.
Job Summary: The Senior
Laboratory Technical Advisor – Policy and Strategic Planning (CPHL) will
provide technical advice in formulation of national laboratory policies,
guidelines and strategic plans
Key Duties and Responsibilities:  
  • Providing technical guidance in the
    development, implementation, monitoring and review laboratory policies and
    strategic plans
  • The incumbent will be providing technical
    support in developing cost-effective annual work plans and budgets to
    guide implementation of activities
  • Working with other regulatory bodies to
    develop and implement the national laboratory quality assurance system
    encompassing both public and private sector
  • Technically support the writing of
    competitive proposals for resource mobilization and funding requests
  • Tasked with coordinating and providing
    technical assistance to a broad portfolio of implementing partners,
    districts and facilities who provide or support laboratory services in the
    country.
  • Providing technical advice in the
    development of training, instructional materials and Standard Operating
    Procedures for the laboratory sector
  • Participating in a broad range of capacity
    building activities for laboratory services targeting districts,
    facilities, and other health workers at various levels
  • Participating in meetings of the National
    Health Laboratories Technical Committee as delegated.
  • In charge of reviewing various programme
    performance reports before submission to the relevant authorities
Qualifications, Skills and Experience: 
  • The ideal candidate for the CDC Senior
    Laboratory Technical Advisor – Policy and Strategic Planning (CPHL) job
    placement must hold a Bachelor’s degree in Medical Laboratory Sciences or
    MBChB from a recognized University
  • Must possess a Master’s Degree in Medical
    Laboratory, Microbiology, Pathology from a recognized University
  • Possession of a Post Graduate Diploma in
    Health Service Management would be an added advantage
  • A minimum of nine (9) years relevant
    working experience five of which should have been in a leadership position
    at national reference, or research laboratory
  • Proven ability to mentor and supervise
    laboratory staff
  • Demonstrated ability in Good Clinical
    Laboratory Practices/Laboratory Quality Management System
  • Excellent interpersonal skills, Leadership
    skills and the ability to work independently
  • Should have advocacy, communication,
    writing and networking skills
  • Should have update knowledge of
    infrastructure of modem laboratories and bio-safety procedures
  • Should be abreast with modem laboratory
    science and practices
  • Demonstrated ability is drafting,
    reviewing and implementing laboratory policy
    at national level or regional level
  • Demonstrated knowledge of strategic
    planning and understanding of the strategic direction of MoH and of PEPFAR
    programmes
