About MONUSCO:
Following the signing of the Lusaka Ceasefire Agreement in July 1999
between the Democratic Republic of the Congo (DRC) and five regional States
(Angola, Namibia, Rwanda, Uganda and Zimbabwe) in July 1999, the Security
Council established the United Nations Organization Mission in the Democratic
Republic of the Congo (MONUC) by its resolution 1279 of 30 November 1999,
initially to plan for the observation of the ceasefire and disengagement of
forces and maintain liaison with all parties to the Ceasefire Agreement. Later
in a series of resolutions, the Council expanded the mandate of MONUC to the
supervision of the implementation of the Ceasefire Agreement and assigned
multiple related additional tasks.

Key Duties and Responsibilities:
Within delegated authority, the Logistics Officer will be responsible for

- Prepares logistics and support plans,
deployment timelines and budget requirements for ongoing Military and
Police deployments and redeployments and other Mission support activities.
Develops contingency plans for drawdown and liquidation of the mission. - Ensures overall coordination and effective
implementation of all logistics supports that will be provided not only to
MONUSCO but to other client missions of ESB in accordance with the UN
regulations & rules, policies and procedures. - Develops and implements methodologies and
tools to enable effective execution of logistic plans. Formulates mission
specific Standard Operating Procedures. - Manages logistics operations including
management of logistics assets, materiel, and support projects. Ensures
timely, accountable and cost-effective delivery of support service to all
Mission components. - The incumbent ensures that supervised
staff are adequately trained, cross trained; identifies additional
training needs to achieve high working standards. - Coordinates and provides logistics support
to ongoing air, land, sea, or rail operations in a field mission. - Ensures that logistics requirements take
account of gender-specific needs. - Coordinates logistics activities with
sections under SCM, SD and other substantive units. Develops and
implements the Mission’s logistics support policy, procedures and
methodologies to the common benefit of all functional units. - Prepares and submit reports on personnel
and materiel movements and other operational logistics issues. - Actively participates in technical survey
missions and verification missions to troop contributing countries - Identifies plans and manages special
logistics operations. - Ensures that accurate and complete
accounting, reporting and internal control systems are functioning and
that all relevant records are maintained. - Prepares contingency plans and logistics
preparedness reviews. - Coordinates logistics operations with other
UN agencies, military, UNPOL/FPUs and other organisations in the Mission. - Guides and supervises new/junior staff.

Qualifications, Skills and
Experience:
Experience:
- The ideal candidate for the United Nations
MONUSCO Logistics Officer job opportunity should hold an advanced
university degree (Master’s degree or equivalent) in business
administration, public administration, engineering, law or other relevant
field. A first-level university degree in combination with two additional
years of qualifying experience may be accepted in lieu of an advanced
university degree. - At least five years of progressively
responsible experience in land or air transport, logistics operations in
military, commercial or international organizations, or related area is
required. Experience in international operations in a post conflict
environment is desirable. - Languages: Fluency in English
is required.
