About UNHCR:
The Office of the United Nations High Commissioner for Refugees was
established on December 14, 1950 by the United Nations General Assembly.
UNHCR’s mandate under the Statute of the Office of the United Nations High
Commissioner for Refugees is to lead and co-ordinate action for international
protection to refugees; seek permanent solutions for the problems of refugees
and safeguard refugee rights and well-being. UNHCR has an additional mandate
concerning issues of statelessness, as it is given a designated role under
Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Environment
Associate will work closely with the relevant environmental actors in the
Operation to advocate for refugee camps and hosting areas and for coordination
purposes. S/he advises the office on appropriate measures to be taken to
minimize impacts to environment as well as risks of litigation. The incumbent
undertakes regular missions in refugee camps and spontaneous occupied areas as
such functions are undertaken through direct support to the camps. The
incumbent maintains contacts within and outside the duty station, as well as
with partners in the same duty stations to collect information, monitor the
activities and implement the administrative requirements
Key Duties and
Responsibilities:  
  • Provide support in environmental
    interventions in refugee camps and hosting areas.
  • Work closely with UNHCR partners and other
    organizations, on environmental support in refugee hosting areas.
  • The incumbent will coordinate
    Environmental Impact Assessments (EIA) and Environmental Audits (EIA) in
    new or old sites as required by law.
  • Actively participate in Country Operation
    Plan discussions/development, identify appropriate objectives, out-puts
    and indicators and upload in FOCUS.
  • Regularly monitor and evaluate
    environmental projects.
  • Keenly review proposals and
    prepare/scrutinize draft budgets against objectives. Prepare implementing
    instruments, agreements and amendments, as required
  • Organize data and information, prepare and
    maintain records, documents, and control plans.
  • Monitor and report on programme/project
    activities, and review control plans, progress reports, project inputs,
    budget and financial expenditures, obligations and expenditures.
  • Work closely with relevant implementing
    partners, and maintain good relations in support of successful programme
    implementation.
  • Prepare background information for discussions
    and contribute to the preparation of reports, project documents,
    correspondence and submissions to governments, other interested
    organizations and UNHCR senior management.
  • Provide support in formatting and editing
    reports and project documents.
  • Collect and distribute data for the
    production of statistics and contribute to the assessment of trends.
  • Perform other duties as required. 
Key Performance Indicators:
  • UNHCR programme is provided with technical
    information to guide environmental impact mitigation programming.
  • Transitional solutions (alternative source
    of cooking fuel, green energy use etc.) are explored and included in UNHCR
    programming
  • Liaise on behalf of UNHCR with external
    partners like Environmental Ministry, NEMA etc., on environment matters
Qualifications, Skills and
Experience:
  • The ideal candidate for the United Nations
    UNHCR Environment Associate job placement should have secondary education supplemented
    by courses in Natural Environmental Sciences, Natural Resource Management,
    Agro Forestry or related fields and training in financial reporting and
    administration.
  • At least six years of relevant work
    experience.
  • Knowledge of UNHCR programming.
  • Excellent computer skills (in MS office,
    including Excel, Word and PowerPoint and People Soft/MSRP)
  • Excellent knowledge of English and the
    local languages
